Mr President, High Commissioner Madam Arbur, Exellencies, Ladies and Gentlemen,
I would like to greet the Secretary-General and the UN High Commissioner for Human Rights and express our appreciation for their excellent work.
It is an honour to address the High Level Segment of the 7th Session of the Human Rights Council on which Montenegro particpates for the first time. I would like to reiterate our full support to the Council in promoting universal respect for the protection of human rights and fundamental freedoms. We are strongly committted to strive for the universality and indivisibility of human rights, civil and political, economic, social and cultural rights, including the right to development.
As a state in the Stabilisation and Association Process with the EU, Montenegro supports standards and values of the EU....

STABILIZATION AND ASSOCIATION AGREEMENT BETWEEN THE REPUBLIC OF MONTENEGRO AND THE EU

Implementation of trade provisions immediately
Trade provisions of the Stabilization and Association Agreement, which make about 80 per cent of the text, shall be applied immediately after signing of the Agreement, without waiting for the document's entering into force.
According to the Ministry of Foreign Affairs, it shall be possible because the temporary agreement on trade provisions between Montenegro and the EU shall enter into force. Montenegro expect completion of the negotiations on the SAA by the end of the year, which shall enter into force most probably in the first quarter of 2007, since it has to pass the technical procedure.
