All endeavours of the Republic of Montenegro to define its own concept of cultural policy during ultimate decades of 20th century did not give expected results. Montenegro did not have, neither has it today, a strategic document of that kind. Our report is primarily based on the “National Report on Cultural Policy of Montenegro”, drafted by the Ministry of Culture of the Republic of Montenegro. This report, having been most thoroughly composed, was a helpful basis for our work.
