The Secretariat for European Integrations (SEI) is the co-coordinating body for the EU-funded Cross-Border – Cooperation Programmes (CBC) involving Montenegro. Under the CBC programmes, projects which have a beneficial impact on both sides of the border will be implemented. The CBC Programmes will be implemented through the operation of respective grant schemes in the border regions between Montenegro and Albania, Bosnia and Herzegovina, Croatia and Serbia. Each Programme will be implemented on the eligible territory defined by the CBC programme documents.
SEI is in charge of coordinating and monitoring all activities related to the implementation of IPA CBC Programmes in which Montenegro is involved.

Republic of Montenegro, on October 15, 2007, has signed the Stabilization and Accession Agreement (SAA) with the European Union. In order to coordinate and monitor the implementation of this process, the Government of Montenegro will draft a National Program for European Integrations. This Programme will grow to be the Government’s key strategy for the following years, and represent the policy framework for overall democratic and economic reforms of the country. For successful compilation, and later on implementation of this programme it is extremely important to recognise, unite and coordinate all national administrative, political and intellectual potentials. Only like this, all parts of society will equally participate in the process of reforming the state, legislation and economy, which at the end shall lead to membership of Montenegro in the European Union.

These are the reasons why, on behalf of Montenegrin Government, the vice-premier in charge of European Integrations, and Secretariat for European Integrations, with the support of Capacity Development Program, have invited national experts, both within Montenegro and abroad, to assist in this process. To this day, 104 experts, from different fields, have sent their CVs and cover letters.
