Expressions of Interest

Montenegro has applied for a loan in the amount of EUR 11 million (US$15.7) equivalent from the International Bank for Reconstruction Development (IBRD) and a grant from the Global Environment Facility (GEF) in the amount of US$ 4 million toward the cost of the Montenegro Institutional Development and Agricultural Strengthening Project (MIDAS), and intends to apply part of the proceeds to payments under the contract for the Project Manager.

DESCRIPTION:

The Project Manager shall coordinate the activities of the project stakeholders and coordinate and supervise work of the consultants hired under the Project so that the Project is implemented according to the Operational Manual and the Grants Operational Manual. He/She shall perform all activities necessary for the Project implementation. The Project Manager PM reports to the Deputy Minister that has been designated to coordinate the Project within the Ministry concerned.

DURATION:

Project Manager shall be engaged on a full time basis. The consultancy is expected to start in June 2009 and continue up to the expected project closing date on June 30, 2014. However during the probation period of 6 months, the contract can be terminated in the case of unsatisfactory performance.

REQUIRED QUALIFICATIONS:

o University Diploma in agriculture, natural sciences discipline, economy; law, or any relevant discipline;
o At least 18 months of experience in the project implementation;
o Managerial experience and ability to lead and manage project teams, knowledge of project managing techniques and tools;
o Relevant experience in Agriculture and agri-environment projects is desirable;
o Knowledge of EU rural development, agricultural, and pre-accession policies and procedures desirable.
o Previous experience of working with international financial institutions and donors on similar projects desired;
o Written and spoken fluency in English is essential;
o Computer literacy is essential.
o Successful management of the project requires a dynamic person, with excellent communication skills, who is ready to work in a team and contribute to a positive team spirit.

The Government of Montenegro now invites eligible INDIVIDUAL CONSULTANTS to indicate their interest in providing the services. Interested INDIVIDUAL CONSULTANTS shall provide information indicating that they are qualified to perform the services (Application accompanied with CV and photocopies of diplomas, and previous employers references).

INDIVIDUAL CONSULTANT will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 as modified in October 2006, (Selection of INDIVIDUAL CONSULTANTS).
