Visa regime

Nationals of the Republic of Cuba are required to obtain a visa to enter Montenegro.

Visas may be obtained from diplomatic and consular posts of Montenegro. If you are unable to reach a diplomatic or consular post of Montenegro, you may apply for a visa at the Embassy of the Republic of Serbia in the Republic of Cuba.

Diplomatic relations

The Republic of Cuba recognized Montenegro on July 5, 2006. Diplomatic relations between Montenegro and Cuba were established on October 20, 2006.

Montenegro's permanent mission to the United Nations in New York covers Cuba on a non-resident basis. Ambassador Milica Pejanović-Đurišić, head of the mission in New York, received the agreement on October 9, 2018.

The Embassy of the Republic of Cuba in Belgrade covers Montenegro on a non-resident basis. On March 29, 2018, Gustavo Trista del Todo took office as the non-resident Ambassador of Cuba to Montenegro, based in Belgrade.

Official visits

The first (and so far the only) bilateral consultations between the two MFAs were held in Havana, on October 5 and 6, 2015. The delegations were led by the then acting GDB in the Ministry of Foreign Affairs of Montenegro, Ambassador Ljiljana Tošković, and the Director General for Bilateral Affairs in the Ministry of Foreign Affairs of the Republic of Cuba, Ambassador Gerardo Penalver Portal. The Montenegrin delegation had separate talks with Deputy Foreign Minister Ana Teresita Gonzalez Fraga, Deputy Foreign Trade and Investment Minister Ileana Nunez Mordocho and Deputy Tourism Minister Mayra Alvarez Garcia.

25-26. In May 2010, Minister of Foreign Affairs Milan Roćen visited Cuba and met with Vice President of the Council of Ministers for International Cooperation of Cuba Ricardo Ruiz, Minister of Foreign Affairs of Cuba Bruno Parilla and Minister of Foreign Trade and Investment of Cuba Rodrigo Diaz.

On October 17, 2019, the Vice Minister of Foreign Affairs of the Republic of Cuba, Ana Terezita Gonzalez Farga, paid a one-day visit to Montenegro.

Other meetings

In September 2011, Foreign Minister Milan Roćen met with Cuban Assistant Foreign Minister Abelard Moreno Fernandez on the sidelines of the Non-Aligned Movement Conference in Belgrade.

On September 26, 2009, Foreign Minister Milan Roćen met with Cuban Foreign Minister Bruno Parilla on the sidelines of the UN General Assembly in New York.

Economic indicators

Trade between Montenegro and Cuba was mainly related to the import of tobacco and substitute products and to beverages, alcohol and vinegar. In 2019, trade amounted to 306.9 thousand. euros, while in 2020 there was a decrease in imports by 57.2% compared to 2019 and amounted to 131.5 thousand  euros.
