Visa Regime

Nationals of Cyprus may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Nationals of Cyprus may enter, pass through the territory of and stay in Montenegro up to 30 days, without a visa, with a valid identity card issued by the competent authority of Cyprus.


Montenegro and Cyprus have friendly relations. Cyprus provides strong support to Montenegro on its path to full EU membership.

Diplomatic relations

Cyprus officially recognized Montenegro on 16 June 2006. Diplomatic relations were established on 12 March 2007.

Ambassador Extraordinary and Plenipotentiary of Montenegro to the Republic of Cyprus, based in Athens, is Ms. Ana Vukadinović (assumed this duty on February 6, 2020).

Ambassador Extraordinary and Plenipotentiary of the Republic of Cyprus to Montenegro, based in Belgrade, is Mr. Demetrios Theophylactou (assumed this duty on July 19, 2021).

Montenegro has an honorary consul in Cyprus Mr. Christos Mavrellis, based in Limassol (assumed this duty on 31 January 2008).

High-level bilateral meetings

President of the Republic of Cyprus Nicos Anastasiades paid an official visit to Montenegro on April 5-6, 2022

President of the Parliament of Montenegro Mr. Aleksa Bečić had a bilateral meeting with the President of the Parliament of Cyprus Ms. Anita Demetriou, who took part at the XIV Conference of Presidents/Speakers of Parliament of Small European States organized from 3rd-5th October 2021 in Herceg Novi.

Deputy Prime Minister and Minister of Foreign Affairs and European Integration Mr.  Igor Lukšić paid an official visit to the Republic of Cyprus on 19-20 March 2015.

Minister of Foreign Affairs of Cyprus Mr. Ioannis Kasoulidis visited Montenegro, 24-25. February 2014.

Economic indicators

The foreign trade between Montenegro and Cyprus in the period January-November 2022 amounted to EUR 1,7 million (exports EUR 47 thousand, imports EUR 1,67 million). The trade in 2021 between Montenegro and Cyprus amounted to EUR 574 thousand (exports EUR 333 thousand, imports EUR 241 thousand). Trade in 2020 between Montenegro and Cyprus amounted to EUR 425 thousand (exports EUR 146 thousand, imports EUR 279 thousand). In 2019, trade between Montenegro and Cyprus amounted to EUR 1,1 million, while in 2018 trade amounted to EUR 2,41 million.

Foreign direct investment from Cyprus in the period January-November 2022 amounted to EUR 40,1 million euros. In 2021, direct investments from Cyprus amounted to EUR 16 million. Foreign direct investments from Cyprus in 2020 amounted to EUR 5,55 million, in 2019 amounted to EUR 9,91 million, while in 2018 direct investments from Cyprus amounted to 26,9 million euros.

There were 648 tourists from Cyprus with 1,715 overnight stays in the period January-November 2022. In 2021, 662 tourists from Cyprus visited Montenegro with 2,559 overnight stays. In 2020, 134 tourists from Cyprus visited Montenegro, with 400 overnight stays. In 2019, there were 1.162 tourists with 5.390 overnight stays. In 2018, there were 805 tourists with 1.689 overnight stays.
