The Government of Montenegro has received financing in the total amount of USD 15,000,000.00 (equivalent) from the World Bank, toward the costs of the “Western Balkans Trade and Transport Facilitation Phase 2” (TTFP) project and intends to apply part of the proceeds of this loan towards payment for Consulting services under the Contract Ref. No: MNE-WBTTFP-94710-CS-CQ-26-1.2.1 - Preparation of Detailed Design and Technical Specifications and other required preparatory documents for the construction of the Customs inspection facility at the Free Zone “Port of Bar”.
The Program Development Objective for the MPA is to reduce trade costs and increase transport efficiency in the Western Balkans- Six Countries. Montenegro, with one of the two gateway ports to the Western Balkans, holds a critical position for the landlocked countries of the region as well as along the TEN-T corridor and linkages to the broader European region. Given its advanced progress, towards EU membership and developed road transport infrastructure, Montenegro stands to gain significantly from efficiency gains provided by the TTFP in the country and in neighboring countries through increased road and rail connectivity and enhanced trade integration.
The Ministry of Transport (MoT)/PIU is seeking a qualified consulting firm to prepare Detailed Design and Technical Specifications and other required preparatory documents for the construction of the Customs inspection facility at the Free Zone “Port of Bar”. The assignment will complement the preparation of detailed designs, technical specifications and other documents required for the construction of a new customs inspection facility in the Free Zone – Port of Bar, in order to support efficient and effective customs controls and enforcement measures in accordance with EU standards. The Consulting firm will report directly to the PIU Project Manager and MoT Project Coordinator and will work in close cooperation with the Customs Administration of Montenegro (CA) and AD Luka Bar, as operator of the Free Zone.

The “MoT” through the Technical Service Unit, now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultant-firms (Legal entities) should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant will work closely with the PIU, CA, AD Luka Bar and other relevant stakeholders, ensuring compliance with Montenegrin legislation, applicable EU and international standards, World Bank Environmental and Social Framework requirements, and international best practices.
The PIU/MoT seeks a qualified firm specialized in preparing Detailed Design and Technical Specifications and other preparatory documents for construction projects. Firms are encouraged to cooperate with licensed national firms/experts to ensure compliance and capacity building.
General Qualification and Competences of the consultant (firm)
Capacity, competences and organizational structure of the Consultant firm (Company). The Consulting firm must be a legal entity registered in accordance with applicable law, with at least 7 years of experience in preparation of designs and technical documentation for construction projects, preferably public sector/infrastructure.---------------------------------------------------------------------------------------------------------------------------------(max 20 points on this criteria).
Qualification of the consultant (firm) relevant to the assignment:
Specific Experience obtained under successful implementation and proven experience in preparing Detailed Design and Technical Specifications for at least 2 (two) successfully completed similar building/infrastructure projects in the past 5 years. For contracts under which the Consultant participated as a Joint Venture member or sub-contractor, only the Consultant’s share, by value, and role and responsibilities shall be considered to meet this requirement. The similar, in this context means and includes activities related to: (1) preparation of Detailed Design and Technical Specifications for building/infrastructure projects; (2) preparation of technical documentation for public sector, industrial or logistics facilities; (3) preparation of technical documentation for customs inspection facilities, border facilities, logistics centres or similar operational infrastructure; and/or (4) preparation of Bills of Quantities, drawings, cost estimates and tender-ready technical documentation for works contracts.
The Consultant shall demonstrate knowledge of, and compliance with, Montenegrin legislation relevant to spatial planning, construction of structures, technical documentation, environmental protection, occupational health and safety, energy efficiency, fire safety, free zones and related regulations.
Experience with customs, border, logistics or similar operational infrastructure will be considered an advantage.
Professional staff generally available: List of the key staff that is generally available for this kind of work (without submission of bio data or CVs). The number of permanent staff of the consultant (individual company or Joint venture overall) working in the fields related to this contract, must be sufficient to demonstrate capacity to perform the assignment within the required timeframe.
*For each submitted reference (Contract) the Consultant is required to enclose preferably the statement from the previous Client which unambiguously confirms that the assignment has been successfully and substantially implemented. In addition, the Consultant firm shall prepare a table which consists of the following information: name of the assignment, short description of work done, year of contract’s implementation, country/region, contract value and Consultant’s share, role and responsibilities, and contact reference (name, e-mail, phone number). ------------------------------------------------------------------------------------------------------------(max 80 points on this criteria).
Qualification requirements of Key Experts are further described in ToR. Non-Key Experts: The consultant is free to propose appropriate Non-Key Expert positions for the additional expertise necessary to perform the above tasks (e.g. CAD Draftsman/Technical Designer, Civil/MEP Engineers, Assistant Project Manager, Translator/Interpreter and Administrative Support).
*CVs or biodata for Key Expert’s- (staff) are not required and will not be evaluated at this stage.
