Montenegro freest country in Balkans according to Cato Institute's Human Freedom Index report

The Human Freedom Index report, the first comprehensive study on economic, personal and civil liberties around the world, published by the American Cato Institute, in cooperation with renowned research centers, ranks Montenegro 40th out of 152 countries in the world.
Montenegro’s results by categories are as follows: 8.27 points for personal freedom, 7.41 for economic freedom, which makes the total freedom index of 7,48 points.
According to the survey, Montenegro is the highest ranked country in the Balkans, followed by Slovenia (41), Croatia (44), Macedonia (45), Albania (54), Bosnia and Herzegovina (56), and Serbia (80).
Countries are judged on a scale of 0 to 10, with ten represents the highest degree of freedom.
