Public consultation meeting announcement
The Government of Montenegro has received financing in the total amount of USD1,000,000.00 from the International Bank for Reconstruction and Development - World Bank under the Grant Facility for Project Preparation (GFPP) toward the costs for implementation of ‘’Montenegro Waste Sector Improvement Project (the Project)’’.
The Montenegro Waste Sector Improvement Project (MWSIP) aims to strengthen Montenegro’s capacity in the field of waste management, improve sector performance, and support further alignment with European Union practices and standards. The Project is financed by the World Bank and implemented by the Ministry of Ecology, Sustainable Development and Northern Region Development (MESDNRD) through the Project Implementation Unit (PIU). The Project consists of three components:
1. Strengthening governance and institutional capacities in the waste sector through improvements to the regulatory framework, enforcement of regulations, data collection and transparency systems, public awareness raising, inter-institutional cooperation, and assessment of public-private partnership opportunities.
2.Investment in waste management infrastructure, including the establishment of a regional Waste Management Centre (WMC) in Nikšić, serving the municipalities of Nikšić, Šavnik, Plužine and Žabljak, with the possibility of including additional municipalities.
3. Addressing environmental risks through remediation of the former KAP aluminium complex site in Podgorica.
Within the framework of project preparation, a package of documentation has been prepared in accordance with the World Bank Environmental and Social Framework (ESF). The documentation package that is currently subject to public disclosure and is in the process of preparation of the final ESF documentation includes:
- Environmental and Social Impact Assessment (ESIA) for the Remediation of the Solid Waste Disposal Site in the Zone of the Aluminium Plant in Podgorica (KAP)
- Labour Management Procedures (LMP) for the Waste Management Sector Improvement Project in Montenegro
- Stakeholder Engagement Plan (SEP) for the Waste Management Sector Improvement Project in Montenegro
- Environmental and Social Commitment Plan (ESCP) for the Waste Management Sector Improvement Project in Montenegro

For the purpose of informing the public and collecting comments, suggestions and opinions of interested parties, public consultations will be held regarding the above-mentioned ESF documentation. The objective of the public consultations is to ensure communication with stakeholders during the preparation phase of the final ESF documentation, in order to ensure that comments and suggestions are duly taken into account in a timely manner.
