Conditions for issuing of the permit for the provision of the hospitality activity of a rural household

Business entities, other legal entities, entrepreneurs or natural persons, when submitting the application for the issuing of a permit for the provision of the hospitality activity of a rural household in accordance with Article 66, paragraphs 1 and 2 and Article 74, in conjunction with Articles 100 and 103 of the Law on Tourism and Hospitality (“Official Gazette of Montenegro”, no. 02/18, 4/18, 13/18 and 25/19) are also obliged to submit the following:


1. If the services of a rural household are performed within a business entity, other legal entity or as an entrepreneur, the proof of registration needs to be submitted (certificate from the Central Register of Business Entities);

2. Proof of the entry of business entity, other legal entity, entrepreneur or natural person into the Register of Agricultural Holdings (Article 103, paragraph 2 of the Law);

3. To prove ownership rights or the right to disposal or use of the hospitality facility of rural household:


- For a natural person: proof of ownership/co-ownership right of a structure – public document (immovable property certificate) or the right to use structure/land – certificate from relevant authority of the local self-government or local community that proves the right of use;
- For a business entity, other legal entities or entrepreneurs: immovable property certificate and document of legal transaction concluded in accordance with the law (certified contract etc.) in case of use or disposition of a hospitality facility which is a rural household;

4. To prove the compliance with conditions concerning staff (manager of hospitality facility) for a business entity, other legal entity or entrepreneur:
- full-time employment contract,
- proof of the completion of a minimum of level four of qualifications, sublevel IV 1 of the National Qualifications Framework,

5. Completed form for entry into the Central Tourism Register (CTR)

6. Proof of payment of the amount of 2 euros for the submission of the application to the bank account of the Ministry, no. 832-31614150-79 (Law on Administrative Fees)


The compliance with the minimum technical conditions concerning space, equipment and resources in a hospitality facility of a rural household shall be performed by the authorised person from the Ministry, in accordance with the Rulebook on Minimum Technical Conditions, Conditions for the Category and Manner of Categorisation of Structures in Which Rural Household Services Are Provided.

In addition to the compliance with the minimum technical conditions with regards to space, equipment and resources, the hospitality facilities must comply with other conditions proscribed by separate regulations (conditions concerning food safety, occupational health and safety, etc.). The control of the compliance with these conditions shall be performed by competent inspectors (Article 79, paragraphs 4 and 5 of the Law).

Hospitality services in a rural household may be provided by business entities, other legal entities, entrepreneurs or a natural person (local or foreign), who is the owner/co-owner of the structure(s) or land with a maximum of 10 accommodation units – 20 beds (Article 100, paragraphs 1 and 2 of the law).

Within a hospitality facility which is a rural household, a natural person may organise and provide hospitality services of a camp for a maximum of 15 accommodation units or 30 persons at the same time in accordance with the Rulebook on Classification, Minimum Technical Conditions and Categorisation of Camps (Official Gazette of Montenegro n. 61/11).

Also, the application needs to include the contact phone number of the person that will monitor the compliance with the minimum technical conditions with regards to space, equipment and resources.
