Authotities of Administration for Maritime Safety and Port Management

Administration for Maritime Safety and Port Management performs tasks related to: safety of navigation in the coastal sea of Montenegro in connection with arrangement and maintenance of maritime waterways, installation of  navigation safety facilities on waterways and security of their functioning, performing the duties of the radio service on maritime waterways for the needs of maritime traffic; collecting hydrographic, oceanographic and meteorological data and their broadcasting by radio link; determination the capability of navigation of the ships and other navigable objects by performiming technical supervision; issuing ship documents, books and certificates, also by calculating the tonnage during the calibration of vessels; performing technical expertise in maritime accidents; organizing and conducting search and rescue operations at the sea; protection of the sea from pollution from navigable and floating objects; registration of yachts in Montenegro Yacht Register Division; implementing the international and european conventions, protocols and agreements from the scope established competences; collaborating with international authorized organizations and authorized bodies of other countries from the scope of work management; ports of national importance; taking charge of construction, reconstruction, maintenance, management, protection and improvement of ports; monitoring the port functioning, providing port services and performing other activities; controlling the construction, reconstruction, maintenance and protection of the port  infrastructures and superstructures; providing conditions for performing maritime traffic and port services in ports and port anchorages; implementating domestic regulations, international agreements and standards related to ports; preparing port development plans adopted by the Government; ensuring port operations in accordance with market principles; preparing criteria for determining the amount of fees for the use of port infrastructure; preparing the concession act, participating in the procedure for awarding the concession and concluding a concession contract; approving the amount of port fees services based on the maximum determined amount of this fee; controlling execution of the concession contract; regulating and coordinating relations and activities between concessionaires; maintaining the register of concessions; providing the fulfillment of the conditions established by international and domestic regulations preventing environmental pollution from ships; protecting marine environment and coastal area and civil liability for damage caused by pollution; as well as other tasks assigned in the authorities of AMSPM.
