Continuing the vetting process in the Ministry of the Interior and Ministry of Defence

As part of our continued efforts to purge state institutions of undue influence and to build a professional and accountable Police and Armed Forces of Montenegro, three more police officers have been suspended by the Police Directorate. Additionally, the Ministry of Defence has issued two decisions terminating the service of two military personnel due to established security concerns.
Furthermore, the Ethics Committee has confirmed violations of the rules and standards of the Police Code of Ethics in the cases of 67 police officers. These are clear, documented findings that demand immediate action within the system.
For that reason, I expect all responsible actors in the system—without exception—to make their positions known: whether they will initiate disciplinary proceedings or not, and to clearly state the reasons for their decisions. The era of institutional silence is over.
I particularly warn those who might be inclined to leave these findings in a drawer: you are complicit in obstructing justice.
Anyone who ignores the findings of the Ethics Committee is aligning themselves with the system we are determined to dismantle.
Whoever tries to stop the vetting and reform process is attempting to preserve a value system in which power was gained through fear and loyalty to a clan, not to the law. That era is over.
Montenegro has made a clear decision to change, and it is the duty of its institutions not to block these changes, but to lead them.
I call on all honourable and professional individuals within the police force not to stay silent. To speak up. To act. Because only those who remain silent now may find themselves on the wrong side of the law tomorrow.
Justice no longer asks for opinions. It demands accountability—and we will deliver it.
