Deputy Prime Minister Ivanović visits Elcano Royal Institute

Deputy Prime Minister for Foreign and European Affairs Filip Ivanović paid an official visit to the Elcano Royal Institute in Madrid, where he was welcomed by the Institute’s Director, Charles Powell. Following the ceremonial signing of the Book of Honour, Deputy Prime Minister Ivanović delivered a keynote address and engaged in a discussion with the Institute’s analysts.

In his remarks, Ivanović expressed appreciation for the opportunity to present Montenegro’s foreign policy priorities and provide a detailed overview of the country’s EU integration process. He emphasized that Montenegro’s key goals remain full membership in the European Union, the strengthening of good neighbourly relations, and deeper cooperation with both regional partners and EU member states.

Deputy Prime Minister Ivanović outlined the progress made in the accession negotiations, underlining that EU enlargement is not only a political matter, but one of strategic importance for regional security. He noted the achievements of the past year, particularly in the areas of judicial reform, institutional transparency, and independence. He highlighted Montenegro’s achievement in receiving IBAR for Chapters 23 and 24 in June last year, followed by the closure of Chapter 5 – Public Procurement – in June this year.

He reaffirmed Montenegro’s ambition to close all remaining negotiating chapters by 2026 and attain full EU membership by 2028. While acknowledging the challenges ahead, he expressed confidence that the goal is within reach. EU membership, he stressed, will bring significant economic, institutional, and development benefits, as well as help foster a broader European spirit and mindset across the Western Balkans.

Ivanović underlined that Montenegro is the frontrunner not only in the accession process but also in reform implementation, with 88% of the Reforms Agenda already fulfilled. He reaffirmed Montenegro’s commitment to a merit-based approach and stated that, once a member, Montenegro will be among the strongest advocates for future enlargement. He also noted that enlargement strengthens the European Union’s own credibility, provided that both candidate countries and the EU meet their respective obligations.

Responding to questions from the Institute’s experts, Deputy Prime Minister Ivanović emphasized the consistently high level of public support for EU membership and reiterated Montenegro’s full alignment with the EU’s Common Foreign and Security Policy. He pointed to tangible benefits already being felt by citizens—such as visa liberalisation, accession to the SEPA payment system, and investments in social infrastructure.

During the discussion, Ivanović emphasized Montenegro’s active and credible role as a NATO member, as well as the importance of continuing reforms and further engagement on the country’s European path.

The exchange took place in a friendly and constructive atmosphere, underscoring mutual interest in further strengthening cooperation, knowledge exchange, and bilateral ties between Montenegro and Spain.
