Enhanced Tourism Offer and Rural Development Through IPARD Support

In the northern part of Montenegro, in the Municipality of Rožaje, the owners of the family-owned company IROTAS Ltd. recognized the potential of their family property and transformed it into a valuable tourism asset. Identifying rural tourism as one of the most promising development opportunities, they decided to diversify their business by investing part of their capital in the development of tourism facilities. This investment is fully aligned with the objectives and principles supported under Measure 7 of the IPARD Programme.

The Kalač family has a long tradition of entrepreneurship, while tourism represents a new direction in their business development. Since the establishment of their company in 2001, trade has been their primary activity. Through years of experience, they have learned to recognize market needs and have developed tourism facilities that meet modern expectations while preserving the spirit of tradition and authenticity.
"One of the distinctive features of our offer is our own vegetable garden, where we grow fresh produce that is served to our guests every day. In addition, we source meat, dairy products, and other ingredients exclusively from local farms that provide high-quality, natural products. In the coming period, we plan to further enhance our offer by establishing a small family farm on our property, enabling us to prepare even more products directly for our guests. We believe this will enrich our tourism experience and strengthen our competitive position in the market." Safet Kalač, Owner of IROTAS Ltd.
With the support of the IPARD Programme, IROTAS Ltd. successfully transformed its vision into reality. In line with EU standards, the company carried out a complete reconstruction of a traditional stone-and-wood building originally constructed in 1960. Particular attention was given to preserving the property's authentic architectural character while integrating modern amenities and quality standards. An additional attraction is the summer pavilion, carefully designed to blend harmoniously with the surrounding natural landscape.
"The total value of the investment amounted to EUR 88,861.40, of which EUR 57,759.91 was financed through the IPARD II Programme. This support was crucial for implementing the project in a way that ensures its long-term sustainability and functionality." Safet Kalač

The development of rural tourism is of strategic importance not only for the Municipality of Rožaje but also for rural areas throughout Montenegro. Rožaje is renowned for its outstanding natural beauty, unspoiled landscapes, clean air, warm hospitality, and rich cultural heritage. These assets represent significant potential for the development of rural and other forms of tourism, contributing to local economic growth and improving the quality of life within the community.
"Immediately after opening our facility, operating under the name Kula 1960 and listed on major accommodation booking platforms, we welcomed guests from Saudi Arabia, Germany, the Czech Republic, North Macedonia, the United States, and Ireland. They were delighted by the property, the surrounding nature, the privacy, and the authentic experience we provide.
Rural tourism creates opportunities to promote the natural resources and cultural heritage of our region while increasing employment opportunities for local people through the production, sale, and distribution of local food products, traditional crafts, and authentic experiences. In this way, tourism becomes a driver of the local economy, creating new jobs and helping to reduce youth migration from Rožaje." Safet Kalač

At the end of the interview, Mr. Kalač encouraged all interested applicants to carefully explore the opportunities offered by programmes such as IPARD and to prepare high-quality project documentation supported by a clear development vision. The financial assistance provided through the IPARD Programme enabled IROTAS Ltd. to significantly improve the quality of its investment while reducing the financial burden of implementation.
