Dear Stakeholders,

We invite you to participate in an Early Market Engagement (EME) Webinar regarding the upcoming construction project for the Smokovac - Tološi Highway Section, a critical 10.5 km extension of the Bar-Boljare Highway in Montenegro.

This webinar provides an opportunity for interested contractors, technical partners, and industry stakeholders to gain comprehensive insights into the project scope, procurement strategy and technical requirements before the formal tender process begins.

The main objectives of the EME are to: 

assess market appetite, capacity, capabilities, and emerging trends;

brief potential contractors/suppliers/consultants on the procurement and contracting process;

Identify project risks, incentives, and opportunities;

gather insights on consultants, suppliers and contractors’ experience in implementing similar projects within the road construction sector.

Project Overview

The Smokovac - Tološi Section is a strategic infrastructure project designed to enhance transport capacity, increase traffic safety, and improve connectivity between Montenegro’s northern and central regions. The project will be executed on a Design & Build basis, based upon FIDIC Yellow Book (1999) terms and conditions. The project funding is intended to be provided by the European Bank for Reconstruction and Development (EBRD), European Investment Bank (EIB) and the Government of Montenegro. Procurement will be undertaken in accordance with EBRD Procurement Policies and Rules (EBRD PP&R) and apply an open multi-stage procurement procedure with prequalification.

Project Scope: Implementation of the Main Design, construction of the 10.5 km highway section, and integration with the existing Smokovac - Mateševo interchange.

Technical Requirements: Overview of key engineering challenges, including environmental protection, geotechnical considerations, and existing infrastructure coordination.

Procurement Strategy: Insights into the Design & Build delivery model and key milestones.

During the session, you will hear directly from Monteput doo Podgorica regarding the investment program status and upcoming pipeline. There will be an open Q&A session for all attendees.
