Public announcement for a Legal Implications of Climate Change Policy Junior assistant

The Ministry of Tourism, Ecology, Sustainable Development and North Region Development publishes a public advertisement for a Legal Implications of Climate Change Policy Junior assistant on the project "Strengthening of the Montenegrin Nationally Determined Contribution (NDC) and actions to adjust transparency through the Transparency Capacity Building Initiative" (CBIT).

Briefly about the project

The implementation of the project "Strengthening the Montenegrin Nationally Determined Contribution (NDC) and the Transparency Adaptation Action through the Transparency Capacity Building Initiative" (CBIT) is an opportunity to strengthen the capacities of Montenegro to fulfill new international obligations related to monitoring, reporting and verification of actions related to climate changes. The project will support Montenegrin institutions in fulfilling these obligations, especially the new transparency requirements from Article 13 of the Paris Agreement. A parallel and complementary need, which this project will satisfy, is the strengthening of Montenegrin institutional and regulatory frameworks related to the Regulation on the mechanism for monitoring greenhouse gas emissions and the European Union emissions trading system.

The mentioned assistant will be hired under a consulting contract from May 2024 to July 2025 (7 days a month during that period).

Objective of the task

The Ministry is seeking the services of Legal Implications of Climate Change Policy for supporting the implementation of activities related to legal implications of climate change policy, specifically focusing on enhancing transparency and reporting mechanisms.

Duties

Under the direct supervision of the project manager, the Legal implications of climate change policy Junior Assistant will be in charge of the activities that are given in the description of the project task attached to this competition.

Education and experience

Education:

  • Bachelor's degree in environmental science, social science, climate change, natural resource management, or a related field.

Experience:

Previous experience (1-2 years) in climate change adaptation, environmental management, or related areas is desirable;

Knowledge of climate change policies, international agreements, and reporting mechanisms, particularly under the UNFCCC, is an advantage;

Strong organizational skills and attention to detail;

Proficiency in Microsoft Office applications (Word, Excel, PowerPoint);

Excellent communication and interpersonal skills.

Language:

Fluency in English and Montenegrin languages.

Note for applications of civil servants

Hiring a civil servant is possible only in the case of a very justified short-term engagement of civil servants from: state universities, research institutions and specialized state institutions with unique expertise. For such cases, decisions on the possibility of engagement will be made after the approval of UNDP.

The shortlisted candidate is obliged to provide a letter of approval from the institution in which he is employed, proving that the institution gives consent to the engagement and confirmation that he is no longer employed by the institution in question.

Evaluation of applications

The evaluation of received applications will be carried out by the expert commission of the Ministry of Tourism, Ecology, Sustainable Development and North Region Development.

Conclusion of the contract

Once the applications are evaluated by the expert commission of the Ministry of Tourism, Ecology, Sustainable Development and North Region Development, the Ministry will sign a contract with the selected candidate for the purpose of his/her engagement within the project.
