“ToMontenegro d.o.o.” has decided to hire a consulting firm to support the formation of an efficient new airline, and in this regard announces:

For submission of bids for the service "Consulting services related to the formation and training of the new airline ToMontenegro d.o.o.". Interested Bidders are invited to submit bids in electronic form according to the specifications and instructions listed below.

TECHNICAL SPECIFICATION:

The subject of service procurement includes:
1. Support in the formation of a new Air Operator Certificate (AOC).
2. Support in the efficient creation of the airline's foundations according to modern market principles, including organizational structure, business model, transition plan of key assets from the previous airline, market analysis and commercial plan.
3. Support in ensuring operational readiness as soon as possible, including management model and organizational structure. As well as operational, staffing, employment, training, IT deployment, and management plans.
4. Support in the start of operations and coordination between commercial and operational sectors: efficient launch of flight operations, aircraft maintenance plan and control, crew and dispatch department plan, construction of efficient flight network, creation of modern distribution, and establishment of efficient customer support center.
5. Price plan and calculation based on the submitted bid, which contains time frames for each phase and display of the price by phases.

TERMS OF THE OFFER:

1. The Contracting Authority reserves the right to accept the tender in its entirety or to decide only for a certain phase from the Technical Specification without giving a special explanation.
2. Bids shall be submitted electronically (by e-mail) in PDF format
3. The offered price must be expressed in euros including VAT
4. The method of payment is electronic transfer.
5. The Purchaser has the right to ask the Bidder for clarification of the submitted bid.
6. The bid can be submitted in Montenegrin or English.
7. Bids shall be submitted electronically by e-mail: info@to.me in PDF format, until February 24, 2020 at 1800h

CRITERIA FOR SELECTION OF THE BEST OFFER:

Offered price ........................ 50 points; Quality/References ...................... 50 points.

BID SELECTION TIMELINE:

The decision on the selection of the most favorable bid will be made by the Contracting Authority no sooner than 7 days from the expiration of the deadline for submission of bids.
