Strengthening partnership in area of justice and digitalization

Deputy Prime Minister of for Foreign and European Affairs Filip Ivanović met in Tallinn with Minister of Justice and Digital Affairs of Estonia Liisa-Ly Pakosta.
The discussion focused on cooperation in digitalization, particularly within the justice system, where Estonia possesses extensive experience and well-developed models. Deputy Prime Minister Ivanović emphasized that the transfer of such knowledge and expertise would be of particular value to Montenegro in strengthening institutional capacities and increasing the efficiency of its justice system.
Minister Pakosta highlighted that Estonia and Montenegro share the same values and affirmed that Estonia is willing to share not only its best practices but also the lessons learned from challenges it has faced. She presented in detail the functioning of Estonia’s digitalized justice system, emphasizing the benefits it brings in terms of transparency, efficiency, and access to justice for citizens.
Deputy Prime Minister Ivanović briefed Minister Pakosta on the progress of Montenegro’s EU accession negotiations, particularly in Chapters 23 and 24, which concern the rule of law, the fight against corruption, and organized crime. He stressed that one of the main objectives of his visit to Estonia was to strengthen bilateral relations, both through cooperation within NATO and by intensifying collaboration and partnership in the European integration process.
Minister Pakosta reaffirmed Estonia’s strong support for Montenegro’s European path, highlighting the importance of the European Union’s enlargement policy. In this context, Deputy Prime Minister Ivanović emphasized that Montenegro has the potential to become a success story of European enlargement, further enhancing the credibility of the Union itself.
The meeting concluded with discussions on organizing a meeting of the Ministers of Justice of both countries to explore concrete forms of cooperation and knowledge exchange in justice digitalization. The importance of strengthening partnerships in cybersecurity and information technologies was also highlighted, where Estonia possesses leading experience and expertise.
