Workshop on Strengthening the Single Project Pipeline (SPP) Methodology held in Podgorica

The Ministry of Transport of Montenegro organized a workshop on the “Review of the Current Single Project Pipeline (SPP) Process and the Updated SPP Methodology”, held at the Hilton Hotel in Podgorica.
The workshop was organised within the framework of the project “Technical Assistance for Capacity Building and Improved Legal Harmonisation, Performance and Efficiency within the Transport Sector of Montenegro”, implemented under contract IPA III/2024/462-662, with the support of the European Union.
The event gathered representatives of the Ministry of Transport, the Ministry of Maritime Affairs, relevant institutions, and project experts to discuss key findings related to the existing Single Project Pipeline (SPP), including the strategic framework, project preparation processes, and key challenges identified.
Throughout the workshop, participants discussed:
- the scope and structure of the SPP, including alignment with TEN-T priorities;
- minimum data requirements and project maturity criteria;
- governance and institutional responsibilities;
- financing opportunities, including public and Public Private Partnership (PPP) approaches;
- next steps, including consultations and follow-up activities.
The workshop contributed to strengthening institutional capacities and improving methodologies for identifying, prioritising, and implementing transport infrastructure projects in Montenegro, in line with EU standards and best practices.
