Agriculture Minister Ivanović: MIDAS funds used for designated purposes

Podgorica, Montenegro (3 April 2013) – At today’s press conference, Minister of Agriculture and Rural Development Petar Ivanović resolutely denied allegations of misused funds within Montenegro Institutional Development and Agriculture Strengthening (MIDAS) project.
The whole process of awarding grants has been followed by maximum transparency and regular reporting, he explained. The Ministry regularly sends its quarterly, biannual and annual reports to the World Bank and the Bank sends its teams to check out the reports every 6 months.
“We have been working in cooperation with the World Bank, not behind its back,” Minister Ivanović noted.
Moreover, the Agriculture Minister continued, the World Bank has engaged an independent audit institution which produced “a flawless report” on the implementation of the project in Montenegro. The European Commission also conduct an audit in March 2012.
The World Bank uses Montenegro’s MIDAS implementation model in other countries as well, as an example of good practice, Minister Ivanović concluded.
Montenegro Institutional Development and Agriculture Strengthening (MIDAS) project is a EUR 17.1 million worth loan agreement signed with the World Bank. The aim of the project is to improve the delivery of government assistance for sustainable agriculture and rural development in a manner consistent with the EU pre-accession requirements. The MIDAS project covers the period from 2009 until 2014.
