Montenegro will host the Berlin Process Leaders’ Summit on 21 and 22 October 2026, the final event of Montenegro’s chairmanship of this initiative. The Summit will bring together heads of state and government of the Berlin Process participating countries, European Union officials, representatives of regional and international organisations, as well as international financial institutions.

Preparations for and the taking place of the Summit will require special traffic, movement and access arrangements in the area of the Miločer and Sveti Stefan complexes and their immediate surroundings. The measures will be implemented in accordance with security assessments and instructions issued by the Police Directorate and other competent authorities with a view to ensuring the smooth running of the Summit and the safety of its participants.

Temporary restrictions on road, maritime and air traffic, as well as access restrictions at certain locations, will be in force from 21 to 23 October. The measures will also include restrictions on public events, ceremonies and other events organised by the Municipality of Budva, as well as adjustments to the operations of businesses located within the Miločer and Sveti Stefan complex area.

To prepare the venues and ensure the smooth movement of official delegations, parking areas in front of and within the Miločer complex, as well as the area in front of the entrance to the Sveti Stefan complex, will be temporarily cleared of parked vehicles as of 21 October. Vehicles will also be required to be removed from access roads leading from the junction with the Adriatic Highway towards the Miločer and Sveti Stefan complexes, as well as from roads within the complexes and along the routes connecting them.

Detailed information on the scope and timing of individual measures, changes to traffic arrangements and access to locations will be published at a later date through the media. Citizens, tourists and businesses are advised to follow official announcements and plan their activities in advance.

Hosting the Berlin Process Leaders’ Summit is a significant international event for Montenegro and an opportunity to further contribute to regional cooperation and the European integration of the Western Balkans.

We thank citizens, businesses and visitors for their understanding.
