Bojana Bošković

Secretary of State

Bojana Bošković was born on July 10, 1981, in Sarajevo. She completed her primary and secondary education in Podgorica. She graduated from the Faculty of Economics in Podgorica in 2005 with a GPA of 9.43. At the same faculty, as part of her postgraduate studies in Entrepreneurial Economics, she defended her master's thesis titled Business Environment and Economic Growth.

She earned her doctoral degree at the Faculty of International Economics, Finance and Business at the University of Donja Gorica with a dissertation entitled The Impact of Regulatory Policy on the Economy with a Special Focus on Montenegro. Her thesis mentor was Prof. Dr. Branko Radulović from the Faculty of Law at the University of Belgrade. The doctoral dissertation included empirical research measuring the administrative costs of implementing European Union regulations in Montenegro.

She received the Central Bank of Montenegro award for the best doctoral thesis in 2018.

Bojana began her professional career at the Ministry of Finance in October 2004 as an intern while still a student. She later worked as an independent advisor and department coordinator. In December 2010, she was appointed as Assistant Minister for the Financial System and Business Environment Improvement. In 2016, she became the General Director of the same directorate. In December 2020, she was appointed as General Director of the Directorate for the Financial System and Financial Technologies in the Ministry of Finance and Social Welfare. From October 2022, she served as Head of the Directorate for Regulatory Impact Analysis. Since November 2023, she has held the position of State Secretary in the Ministry of Finance. In October 2025, she was appointed as State Secretary of the Ministry of European Affairs. She has approximately 15 years of experience in senior management positions.

During her tenure at the Ministry of Finance, she coordinated various reform activities in the fields of the financial system, European integration, international cooperation, business environment improvement, and public administration reform.

From September 2010 to June 2018, she was a member of the Board of Directors of the Deposit Protection Fund of Montenegro.

She is a negotiator for Cluster III in the EU accession negotiations of Montenegro. She leads the group for Economic and Financial Affairs and Statistics within the implementation of the Stabilization and Association Agreement with the European Union and co-chairs Subcommittee meetings together with representatives of the European Commission. She is head of negotiating working group 4 “Free Movement of Capital” and a member of Groups 9 and 17 for EU accession negotiations.

From December 2010 until the end of 2020, she served as secretary of the Regulatory Reform and Business Environment Improvement Council and later the Competitiveness Council of the Government of Montenegro.

Since 2019, she has been the national coordinator for the preparation of the Economic Reform Program (ERP), which Montenegro submits annually within the EU economic governance dialogue. Since March 2024, she has coordinated the Government Working Group for the implementation of the Public Financial Management Reform Program (PFM).

She is a member of the Regional Council of the BFC SEE network (Business Friendly Certificate South East Europe), a platform that brings together the public, private, and civil sectors to improve the competitiveness of Southeast European countries through exchange of experience, knowledge, and implementation of public administration reforms.

Bojana has coordinated numerous domestic and international projects in public administration related to the establishment of modern public administration standards, including:

  • Reform of the company registration system and issuance of construction and work permits for foreigners;
  • Introduction of Regulatory Impact Assessment (RIA) in the Montenegrin regulatory system;
  • Development of the Public Financial Management Strategy;
  • Implementation of action plans to improve Montenegro’s position in business environment and economic freedom reports (Doing Business – World Bank, Global Competitiveness Index – World Economic Forum, Economic Freedom Indices – Heritage Foundation and Fraser Institute);
  • The international initiative Open Government Partnership.

She has cooperated with international financial and donor organizations such as the World Bank, USAID, UNDP, the British Embassy in Montenegro, and SIGMA on these projects.

At the University of Donja Gorica, Faculty of International Economics, Finance and Business, she is engaged as an assistant lecturer in courses such as Business and the State, Macroeconomics, and Public Finance and Development. At the Faculty of Culture and Tourism, and at the Vatel International School of Hotel Management, she teaches Taxation.

She is also a trainer for Regulatory Impact Analysis (RIA) and strategic planning organized by the Human Resources Administration of Montenegro.

She attended the International Visitors Leadership Program in the United States organized by the U.S. State Department, the Financial Management Program for Small States on the Isle of Man and in Oxford (organized by the World Bank and Said Business School), and the program on Tools and Practices for High-Quality Regulation at the School of Transnational Governance, European University Institute in Florence.

She has participated in numerous professional conferences and study tours on financial stability, international finance, macroeconomic policy, economic development, and regulatory reforms in the USA, Austria, Germany, Italy, the UK, Brazil, Sweden, Denmark, Slovenia, Japan, Georgia, China, and Belgium.

Bojana is the author of several professional papers published in domestic and international journals.

She speaks English fluently.
