Coordination Body for Harmonisation and Monitoring of Inspection Supervision holds its 14th session

The 14th session of the Coordination Body for the Harmonisation and Monitoring of Inspection Supervision was held today, chaired by Minister without Portfolio Milutin Butorović.
Under the first agenda item, concerning the implementation of a platform through which citizens may report irregularities falling within the competence of state inspection authorities, as well as the establishment of a call centre, the Chair and members of the Coordination Body reviewed possible platform models that would enable citizens to report identified irregularities under the jurisdiction of inspections. This was followed by a discussion on the advantages and challenges of the presented models.
During the first agenda item, the session was also attended by Vuk Vujisić, environmental and civic activist and coordinator of the national campaign “Čuvaj da te čuva”, launched by the Delegation of the European Union to Montenegro led by Ambassador Johan Sattler. Vujisić expressed readiness to support the integration of digital inspection oversight platforms and emphasised that such platforms are an important tool for reporting irregularities, improving the efficiency and control of inspection oversight, strengthening citizens’ trust in institutions, and ensuring the anonymity of reports.
He commended the Coordination Body’s efforts and the visible results achieved on the ground, while expressing the need to further strengthen inspection capacities and address staff shortages, noting that inspections represent a revenue-generating segment of the state and that every euro invested in them yields multiple returns for both citizens and the state.
During his participation, the Chair of the Coordination Body referred to the recent participation in the Fifth Coordination Meeting within the framework of the “Čuvaj da te čuva” campaign, after which Vujisić presented the key features of the Čuvaj.me platform, developed by the coalition of non-governmental organisations “Ozelenimo Crnu Goru”, in partnership with the Ministry of Ecology, Sustainable Development and Northern Region Development and the Environmental Protection Agency, with the support of the EU Delegation to Montenegro. Through this platform, citizens can report environmental issues and cases of illegal exploitation of natural resources.
Under the second agenda item, reports on the work of inspection authorities for April 2026 were considered and unanimously adopted by the members of the Coordination Body.
The Coordination Body also reviewed information on coordinated inspection activities conducted in the previous period. According to the report, a series of coordinated inspection operations were carried out across Montenegro during March, April, and May 2026, involving tax, sanitary, tourism, market, labour, environmental, construction, veterinary and other inspection services, with the assistance of the Police Directorate and the Customs Administration. During the reporting period, a total of 493 inspections were conducted, 435 misdemeanour orders were issued, goods worth EUR 101,218.09 were temporarily seized, while the total amount of imposed fines reached EUR 385,949.00.
It was concluded that the implemented operations achieved significant results and that the continuation of coordinated inspection activities will remain a priority in the forthcoming period.
