As of 24 August, Montenegrin citizens and foreigners are allowed to enter Montenegro only if they meet one of the following four requirements:

  • To be fully vaccinated OR vaccinated with a single dose of COVID-19 vaccine;
  • To provide a negative PCR test for SARSCov-2 not older than 72 hours;

  • To provide a negative rapid antigen test for SARSCov-2 not older than 48 hours.

If persons, regardless of whether they are our citizens or foreigners, with permanent residence in Montenegro, do not meet any of the four requirements, they will be required to complete fourteen-day self-isolation that can be ended after the sixth day of entry into Montenegro with a negative PCR test.

Citizens of Serbia, Croatia, Bosnia and Herzegovina, Albania, Kosovo and North Macedonia are allowed unconditional entry into Montenegro.

All those who enter Montenegro are obliged to respect health measures in accordance with the health warning of the Public Health Institute, which is available at all border crossings and on the websites of the Ministry of Health of Montenegro and the Public Health Institute.
