Modalities, Procedures, and Guidelines (MPGs) for the Monitoring, Reporting, Verification, and Evaluation (MRV-E) System for Climate Change Data Successfully Presented

The Ministry of Ecology, Sustainable Development and Northern Region development successfully organized a workshop Presentation of the Modalities, Procedures, and Guidelines (MPGs) for the Monitoring, Reporting, Verification, and Evaluation (MRV-E) System for Climate Change Data, held on Tuesday, 8 July 2025, in the amphitheater of the Ministry.
The MPGs were developed within the impelemntation of the project “Strengthening the Montenegrin Nationally Determined Contribution (NDC) and actions to adjust transparency through the Transparency Capacity Building Initiative (CBIT)”, implemented with financial support from the Global Environment Facility (GEF) and technical support from the United Nations Development Programme (UNDP).
The objective of the workshop was to present key aspects of establishing and enhancing the MRV-E system in the areas of mitigation, adaptation, and climate finance, with a particular focus on national approaches, legal frameworks, and the gender perspective. Through constructive discussion, participants exchanged views and recommendations for next steps in the implementation of the system. Special emphasis was placed on the guidelines developed for this domain, which will serve as a framework for transparent and consistent reporting by institutions involved in the MRV system.
The workshop was opened by Ms. Ivana Grujić, Director of the Directorate for Climate Change and Sustainable Development, who underscored the importance of the MRV-E system in advancing transparency and institutional coordination.
Project Manager Ms. Jovana Drobnjak presented the results achieved so far through implementation of the CBIT project, as well as the key steps planned to further support institutional capacities and transparency in climate reporting.
Participants were introduced to specific methodological approaches and institutional steps for data collection, processing, and reporting in the field of climate change, with attention to legal challenges and capacity-building needs across three main segments.
In the mitigation-focused session, presentations were delivered by Prof. Dr. Mira Vukčević, national expert on mitigation; Ms. Milena Boričić, legal expert; and Ms. Sanja Elezović, national expert on gender equality and inclusivity in climate policies. Mr. Đorđije Vulikić, national expert on adaptation, presented approaches pertaining to climate adaptation sectors. Within the segment dedicated to climate finance, Prof. Dr. Gordana Đurović provided an overview of national obligations and potential funding sources through both international and domestic channels.
The presented MPGs will enable a clearer understanding of climate finance flows and facilitate more precise reporting, in line with international standards—thus further strengthening transparency and coordination among institutions engaged in the MRV-E system.
