Pavle Karanikic

Head of Minister’s Office

Pavle Karanikić is originally from Bar, and he was born in Knin, Republic of Croatia. He earned his law degree at the Faculty of Law, University of Belgrade, and specialized in international law.

He is a career diplomat and started working in 2009 at the Ministry of Foreign Affairs as an attaché in the Directorate-General for Multilateral Affairs in the Directorate for OSCE and the Council of Europe. Shortly after, he was assigned to the Directorate for the UN and other international organizations.

In the first half of 2013, he was engaged as a Third Secretary in Geneva, assisting during the initial period of Montenegro's first membership in the Human Rights Council in Geneva, after which he returned to the same Directorate.

He served his first term at the Mission of Montenegro to the Council of Europe in Strasbourg as Second Secretary and Deputy Head of Mission from 2016 to 2020, after which he was assigned to the Directorate-General for Bilateral Affairs in the Directorate for Europe, and later as an Counsellor in the Directorate for North and South America, serving as the Desk officer for the USA.

He went on his second term to the Embassy of Montenegro in Tirana as an Counsellor from 2022 to 2026, during which he also served as Chargé d'affaires a.i. for two years.

Since June 2026, he has been in his current position with the rank of First Counsellor.

During his career, he participated in numerous diplomatic trainings, including the 30th Special Course at the Diplomatic Academy in Vienna and a UN training on disarmament.

He speaks English fluently and French at a B2 level.

He is married and a father of two daughters.
