Programme for the development of Agriculture and Rural areas in Montenegro under IPARD III 2021-2027

Through the implementation of the IPARD III programme, a total of EUR 81,975,947 in grants will be available to Montenegrin agricultural producers, of which EUR 63,000,000 is EU funding (62% more than the previous IPARD II programme), and national co-financing amounts to EUR 18,975,947. With the contribution of beneficiaries, the implementation of the IPARDIII programme will invest around EUR 128 million in Montenegrin agriculture.

The Agricultural and Rural Development Programme of Montenegro under IPARD III 2021-2027 has been prepared on the basis of strategic and other necessary documents related to agriculture and rural development, but on the basis of a socio-economic analysis based on previously conducted sectoral studies (meat sector, dairy sector, Montenegrin private fruit and vegetables, wine sector, viticulture sector and agricultural sector, agricultural sector and agricultural and agricultural diversity sector and agricultural and agricultural diversity area), proposing measures whose implementation will make it possible to use IPA III funds, the area of agriculture and rural development.

The aim of the approved measures is to improve competitiveness, increase the added value of products, create new jobs, improve living conditions in rural areas, as well as connect with tourism, improvement of rural infrastructure, support through agro-ecological-climatic measures and organic production measures, as well as measures for the establishment and protection of forests, and contains the following support measures;

MEASURE 3 - Investments in physical assets concerning  processing and marketing of agricultural and fishery products

MEASURE 4 - Agri-environment-climate and organic farming measure

MEASURE 5 - Implementation of local development strategies - LEADER approach

MEASURE 6 - Investments in rural public infrastructure

MEASURE 7 - Farm diversification and business development

MEASURE 9 - Technical assistance

MEASURE 11 - Establishment and protection of forests

In the final definition of the selected measures, criteria, possible project investments, restrictions but also minimum and maximum value of projects, during the preparation of the Programme, a series of consultative meetings were held with all partners, agricultural producer associations, agricultural producers, representatives of the processing industry, representatives of expert agricultural services at the municipal level, representatives of international donor organizations in Montenegro and relevant non-governmental organizations.

The objective of the Program in question is to prepare Montenegrin farmers for EU accession, in a way that the funds from IPA III - Agriculture and Rural Development will be used to the greatest extent possible, which will result in improving product quality, increasing production volumes, greater competitiveness and achieving EU food safety standards in the primary and processing sectors. The program supports strategic investments aimed at modernizing agricultural holdings, upgrading existing facilities, building new processing units, improving rural infrastructure, fostering rural tourism, and ensuring the sustainable establishment and protection of forested areas.

The above objectives are fully aligned with the Strategy for the Development of Agriculture and Rural Areas 2022-2028. In addition, the Programme is aligned with the objectives of the new Common Agricultural Policy of the EU.

The European Commission approved the IPARD III Programme on 29.06.2022.

The team that prepared the Programme consists of representatives of the Ministry of Agriculture, Forestry and Rural Development and relevant institutions, which represent the overall institutional framework for the implementation of the agricultural and rural development policy of Montenegro. Within the Ministry of Agriculture, Forestry and Rural Development, the Directorate for Rural Development - Managing Authority was responsible for the development and coordination of the entire process of developing the Programme.
