Public consultations and presentation Of the environmental and social instruments prepared for the Water security and climate adaptation project

In accordance with the World Bank Environmental and Social Framework (ESF), Ministry of Ecology, Sustainable Development and Northern Region Development and the Ministry of Agriculture, Forestry and Water Management invite(s) institutions, companies, organizations, municipalities, civil society organizations, representatives of local communities, and all other interested stakeholders to participate in the upcoming

The Project, developed in partnership with the World Bank, aims to support to improve water security and climate-resilient water services in Montenegro. It represents Phase 1 of a ten-year Multi-Phase Programmatic Approach (MPA) designed to transform Montenegro's water sector in support of the country's EU accession process. The Ministry of Ecology, Sustainable Development and Northern Region Development and the Ministry of Agriculture, Forestry and Water Management are implementing entities for the Project on behalf of the Government of Montenegro.

Public consultations will be held in person on July 29, 2026 at 10:00 at the premises of the Ministry of Ecology, Sustainable Development and Northern Region Development at the following address: Eko-efikasna zgrada, Cetinjski put b.b. 81000 Podgorica, Montenegro. Also a link will be created for online participation.

The following environmental and social management documents prepared for the Project will be presented and discussed during the consultation:

• Environmental and Social Commitment Plan (ESCP)
• Environmental and Social Management Framework (ESMF)
• Resettlement Policy Framework (RPF)
• Stakeholder Engagement Plan (SEP)
• Labor Management Procedures (LMP).

These documents define the procedures, mitigation measures, stakeholder engagement arrangements, labor management requirements, and land acquisition principles (if any) that will guide the implementation of investments under the Project in accordance with the World Bank Environmental and Social Standards (ESS1–ESS10).
