Reform Council supports Proposal of Public Administration Reform Strategy 2022-2026

The Public Administration Reform Council supported the Proposal of the Public Administration Reform Strategy 2022-2026, which will contribute to the efficient and optimized public administration, in accordance with the interests and needs of citizens.
During the third session of the Council, Prime Minister Zdravko Krivokapić said that the strategy is being adopted in order to be applied in practice.

The action plan should provide results that are visible. I hope that this ambitious type of Strategy will contribute to public administration being efficient and optimized, tailored to Montenegro and for the benefit of citizens, said Prime Minister Krivokapić.

The Prime Minister also said that the path of optimization and efficiency of public administration reform must be a priority, assessing the need to be realistic and feasible.

Minister of Public Administration, Digital Society and Media Tamara Srzentić said that the European Commission also supported the Proposal of the Public Administration Reform Strategy 2022-2026, stating that she hoped that the act would be officially adopted at the Cabinet session next week.

I want to inform you that we received a positive opinion of the European Commission on the Strategy, as well as a positive response from the Delegation of the European Union and managed to get funds in the amount of 2.3 million euros from the Sector Budget Support, which are paid into the budget of Montenegro, said Srzentić.

She pointed out that it was the result of all members of the Council, stating that she owes special gratitude to her team and the team of the Ministry of Finance and Social Welfare, which conducted intensive negotiations on the topic of sectoral budget support with the European Union.

We used the previous period to lay the foundations of public administration reform, strategic planning, and the next period, after the adoption of the strategy, will be marked by the implementation of all planned activities, for which the support of all participants in the process is very important. Public administration reform is our common goal and strength to ensure strong support of the European Union for further modernization of public administration, Srzentić pointed out.

This strategic framework has been developed in an inclusive and transparent manner, taking into account all the specifics of the public administration system and with the aim of making public administration in Montenegro more accessible to citizens and businesses through faster and more reliable service provision, for which it is necessary to empower employees and enable digitalization of the process, as well as create conditions for reducing the digital divide.

In the next five-year period, special attention will be paid to strengthening the knowledge, skills and competencies of employees, evaluating the performance in an adequate manner and providing models for promotion and rewarding employees. In this way, the public administration in Montenegro will be recognised as an attractive employer that provides opportunities for training and advancement to all employees.
