The 13th Cabinet session – 22 July 2022

The Montenegrin Cabinet, at the 13th session held today, chaired by Prime Minister Dritan Abazović, adopted the Draft Law on Electronic Documents.

The Decision on the Rule of Law Council was adopted. Bearing in mind the changes in the organisation of the state administration after the constitution of the new Government and personnel changes in the institutions responsible for the implementation of the obligations arising from the negotiation chapters 23 - Judiciary and fundamental rights and 24 - Justice, freedom and security, there was a need to adopt a new Decision on the Rule of Law Council, headed by the Prime Minister.

The Cabinet adopted the Decision on the Council for the Cooperation of State Administration Bodies and Non-Governmental OrganisationsGiven that the mandate of the previous Council expired in September 2021, it was necessary to adopt a new Decision in order for this body to continue its work. The President of the Council is the Minister of Public Administration, and, apart from him, the Council consists of 12 members, among whom are representatives of state administration bodies, as well as representatives of non-governmental organisations.

A decision on the voluntary liquidation of the limited liability company "Montenegro Works" was adopted. After detailed analysis, it was estimated that the the Company is financially unsustainable, and that voluntary liquidation is the best way for the State to preserve part of the basic capital, which totaled 490,000 euros, given that the Company had no income from its establishment and that in the short period of its existence (since 12 November 2021, when it was registered in the Central Registry of Business Entities), half of the initial capital was spent on employee salaries, without achieving any of the goals for which it was founded. If the Company were to continue its operations, it would risk becoming insolvent by the end of the next year.

The Cabinet adopted the Information on managing fiscal risks from majority state-owned companies.

An Amendment to the Draft Law on Amendments to the Law on Financing of Political Entities and Election Campaigns was adopted.

The Cabinet discussed the Draft Law on the Montenegrin Development Bank, which was submitted to the Parliament of Montenegro by MP Branko Radulović. Bearing in mind the views of all relevant institutions, and the open issues, the Cabinet concluded that the proposed text of the Law should be significantly improved.

The Cabinet adopted the European Council Decision amending the Decision concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine. By adopting the Decision, Montenegro fully aligns with the EU Common Foreign and Security Policy.

The Cabinet adopted the Decision on the establishment of the National Council for the analysis and monitoring of the security of energy and energy supplies. The Council's tasks, according to the Decision, are to coordinate activities to monitor the energy production and consumption and reserves of energy sources, as well as to propose measures for uninterrupted energy supply.
