The memorandum with the Al Shiddi Group is an act of good faith without any obligations, there is no question of corruption

If the representatives of MANS had read the Memorandum of Understanding, which has been available to the public for several days through the website of the Government of Montenegro, they would have seen that there is nothing controversial, illegal or corrupt in it.

Namely, the memorandum of understanding is by its very nature an act of declaration of intentions and goodwill, and not a binding legal act. Yesterday's Memorandum was signed with regard to considering the possibility of developing a tourist complex in the part of Cape Mavrijan in Ulcinj.

Neither the Government nor the Municipality of Ulcinj have undertaken any obligations, which is clearly seen from the Memorandum in which it is stated that it reflects the views and intentions of the parties to cooperate on a non-exclusive basis, which are expressed in good faith but without the creation of any legal or financial obligations or the creation any liability of either party.

The Memorandum also very explicitly states that nothing in this Memorandum shall limit the right or prevent the signatory parties from entering into memorandum of cooperation or arrangements with other parties regarding any activity or project in the field of cooperation covered by this memorandum.

Therefore, yesterday's event is an act of goodwill, the Government's intention to support new investments in Montenegro, especially those that will valorize tourism potential and create lasting value in the country for the benefit of all its citizens. As Prime Minister Dr. Dritan Abazović said yesterday during the signing ceremony, all benevolent investors are welcome in Montenegro, and therefore the Al Shiddi Group.

The construction of an exclusive resort on Mavrijan is a very complex multi-year process, which all parties want to do absolutely in accordance with the law, transparently, respecting all local and national interests. Yesterday's signing of the Memorandum is proof that we want everything to be transparent.

So, allow us to support foreign investors to invest in the development of Montenegro, because we have witnessed that it is foreign investments that have made Montenegro an exclusive tourist destination. The government wants to continue such a path of development and will be there to support it in accordance with all regulations, trying to help overcome the sluggishness and other weaknesses of the state administration and to be as little an obstacle to development as possible.
