What is eDemocracy?

The citizen participation in socio-political processes, as an important segment of participatory democracy, is rightly considered one of the basic indicators of the level of development of a democratic society and one of the basic factors of every democratic political system.

It is eDemocracy that enables electronic participation of citizens in a social process, making decisions important for their life and the life of the community, as well as community services and taking responsibility both in the process of implementation and in relation to the results.

The Ministry of Public Administration, Digital Society and Media is focused on increasing citizens’ participation in public policy making. In order to improve the online space for consultation with citizens during the process of drafting public policies, two platforms for eDemocracy have been created on the eGovernment portal: eParticipation and ePetition. 

How can you register on the eGovernment portal?


To participate in commenting on published materials, it is necessary to register in advance on the eGovernment portal. On the front page of the eGovernment portal, you can simply and easily start the profile registration procedure in the "My application" section.

By clicking on "My login" you have the option to select the profile registration via the option "If you do not have an account, please register".

After filling in the registration form, you will receive an e-mail with an activation link via which you activate your account on the eGovernment portal.

It is very important that you register, because only logged in users on the eGovernment portal can comment on public discussions via the comment entry form. 

What is eParticipation? 

The eParticipation system is an electronic public discussion that allows you to participate in the adoption of laws and strategies.

Every year, the Government of Montenegro determines a large number of strategies and laws. Thanks to the eParticipation system, you can be active citizens who decide on all issues concerning you and the life of the community, participate in public debates on all strategic documents and laws adopted by the Government of Montenegro and express your opinion in just a few clicks.

This system includes four modules:

  • Call for consultations;
  • Invitation to participate in working groups;
  • Invitation to a public discussion;
  • Public announcements.

 What are ePetitions?

The project "Voice of Citizens - ePetitions" was created in 2012 with the aim of increasing the transparency of the work of the Government of Montenegro, i.e. the implementation of civic initiatives, through a democratic model of submitting the electronic petitions.

Recognizing the importance of civic electronic initiatives at the state level, the Ministry of Public Administration, Digital Society and Media has undertaken the necessary activities to re-launch the "Voice of Citizens - ePetitions" portal, which has been active since April 2, 2019.  

Who can submit an ePetition?

If you are a citizen of Montenegro or a foreign citizen with permanent residence in Montenegro and an identity card for foreigners, you can submit a petition within the competence of the Government of Montenegro in just three steps.

In order the Government takes your initiative into consideration, it is necessary to collect 3,000 signatures within 60 days.

What should an ePetition contain?

Each electronic petition you submit should contain a request for the Government to take certain activities, i.e. specific actions in the area of its competence.

If the e-Petition does not clearly state which activities you want the Government to take, your petition will be rejected.
