Montenegro, with the transparency of its policies at the international level, and in accordance with key foreign policy priorities, remains committed to maintaining political dialogue with Russia, contributing to the improvement of cooperation in all areas of mutual interest on the basis of equality and mutual respect.

Visa regime

Nationals of Montenegro may enter, pass through and stay in Russian Federation for up to 30 days, with a valid travel document, without a visa.

Diplomatic relations

June 2, 2006 - the Russian Federation recognized Montenegro as an independent and sovereign state. 

June 26, 2006 - Montenegro and the Russian Federation established diplomatic relations.

On November 24, 2020, Ambassador Milorad Šćepanović presented his credentials to the President of the Russian Federation Vladimir Putin and formally assumed office of Ambassador Extraordinary and Plenipotentiary of Montenegro to the Russian Federation.

Ambassador Vladislav Vladislavovich Maslenikov assumed office of Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Montenegro on September 9, 2019.

Official visits

19 January 2016 - Alexei Meshkov, Deputy Minister of Foreign Affairs of the Russian Federation visited Montenegro on the occasion of holding bilateral consultations between two MFA.

19 April 2011 - Minister of Foreign Affairs of Russia S. Lavrov paid an official visit to Montenegro and met with President F. Vujanović, President of the Assembly R. Krivokapić, Prime Minister I. Lukšić and Minister of Foreign Affairs M. Roćen.

9 May 2010 - The Montenegrin delegation, led by President F. Vujanovic, participated in the Ceremony marking the 65th Anniversary of the victory over Fascism. On that occasion, President Vujanović met with President Dmitry Medvedev, and Minister of Foreign Affairs M. Roćen met with Minister of Foreign Affairs of the Russian Federation S. Lavrov and Foreign Policy Advisor to President Dmitry Medvedev, Sergei Prihodko.

25 February 2009 - President F. Vujanović met with President D. Medvedev and Patriarch of Moscow and All Russia Kirill. President F. Vujanović received the award for contribution to strengthening the unity of Orthodox peoples, which was presented to him in the Cathedral of Christ the Savior) .

Economic cooperation

Trade exchange between Montenegro and the Russian Federation in 10 months of 2020 reached almost 6.9 million EUR, which is, taking into account the impact of the pandemic, 30% less than in the same period in 2019. Russian exports to Montenegro account for 5.8 million EUR (drop of 10%). Trade exchange in 2019 amounted to 11 million EUR (export amounted to 1.8 million EUR and import 9.2 million EUR). Products made of non-metallic materials, scientific control instruments are mostly exported from Montenegro, while the most imported are: non-ferrous metals, cork and wood products, machines and transport devices.

The total inflow of FDI from the Russian Federation for the period 1 January – 31 August  2020 amounted to 42.5 million EUR. For the mentioned period, the Russian Federation is on the third place (behind China and Italy). The Russian Federation investments in real estate in Montenegro for the same period amounted to 14.4 million EUR and despite a significant decline compared to 2019, Russia retained first place.

In 2019, FDI from the Russian Federation amounted to EUR 69,972.16 million (1st place in terms of FDI volume in 2019).

The Russian Federation is one of the most important markets for the tourist offer of Montenegro and the most dynamic cooperation between Montenegro and the Russian Federation take place in the field of tourism, as Russian tourists are traditionally among  the most numerous in Montenegro.

In 2019, 384,689 Russian tourists visited Montenegro (3,470,593 overnight stays). In 2020, due to the coronavirus pandemic, this number was, unfortunately, significantly reduced. According to the results for 10 months of 2020, 8,082 Russians (6th place among foreigners) visited Montenegro (almost 30 000 overnight stays).
