Visa regime

Nationals of Bulgaria may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Nationals of Bulgaria may enter, pass through the territory of and stay in Montenegro up to 30 days, without a visa, with a valid identity card issued by the competent authority of Bulgaria. 


Political relations between Montenegro and Bulgaria are traditionally friendly, based on the principles of openness, continued cooperation in many areas and mutual support on regional and international level. The two countries share foreign policy priorities, successfully cooperate within NATO structures and, since the restoration of independence, Bulgaria has provided continuous support to our country in the context of European integration.

Diplomatic relations

Bulgaria recognized the independence of Montenegro on June 12th 2006 and diplomatic relations were established on August 2nd  2006.

The Ambassador Extraordinary and Plenipotentiary of Montenegro to the Republic of Bulgaria is Ms. Snežana Radović (she took office on December 14th 2017).

The Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to Montenegro is Ms. Meglena Plugchieva-Alexandrova (she took office on February 8th 2019).

Official visits

Prime Minister of Montenegro Mr. Duško Marković paid an official visit to Bulgaria on February 28th 2020. 

Deputy Prime Minister of the Republic of Bulgaria Ms. Iliana lotova paid an official visit to Montenegro from June 26th-29th 2019.   

President of the National Assembly of the Republic of Bulgaria Ms. Tsveta Karajancheva paid an official visit to Montenegro from October 7th-8th 2018.

President of the Council of Ministers of the Republic of Bulgaria Mr. Boyko Borisov paid an official visit to Montenegro from September 2nd-3rd 2018.

Minister of Foreign Affairs of Montnegro Mr. Srđan Darmanović paid an official visit to Bulgaria from April 3rd-4th 2019.

President of Montenegro Mr. Filip Vujanović paid an official visit to Bulgaria on January 15th 2018.

President of Parliament of Montenegro Mr. Ivan Brajović paid official visit to Bulgaria from December 13th-15th 2017.

Deputy Prime Minister and Minister of Foreign Affairs of Bulgaria the Republic of Bulgaria Ms. Ekaterina Zaharieva paid a working visit to Montenegro from August 30th - September 1st 2017.

President of the Republic of Bulgaria Mr. Rumen Radev paid an official visit to Montenegro from July 11th-12th 2017.

Prime Minister of Montenegro Mr. Milo Đukanović paid an official visit to Bulgaria from March 26th-27th 2015.

Economic indicators

In 2021, no investments from Bulgaria were recorded. In 2020, investments from Bulgaria amounted to 0.76 million euros. In 2019, investments from Bulgaria amounted to 1.1 million euros. In 2018, investments from Bulgaria amounted to 1.1 million euros.

Until November 2021, trade with Bulgaria amounted to 12,3 million euros (exports 0.7 million euros; imports 11.6 million euros). In 2020, trade with Bulgaria amounted to 11.7 million euros (exports 0.4 million euros; imports 11.3 million euros). In 2019, trade with Bulgaria amounted to 16.7 milion euros (exports 1.7 million euros; imports 15 million euros). In 2018, trade with Bulgaria amounted to 17.4 million euros (exports 3.1 million euros; imports 14.3 million euros).

Until November 2021, Montenegro was visited by 1,924 tourists from Bulgaria, who spent 6,916 nights. In 2020, Montenegro was visited by 1,064 tourists from Bulgaria, who spent 6,602 nights. In 2019, Montenegro was visited by 10,341 tourists from Bulgaria, who spent 30,483 nights. In 2018, Montenegro was visited by 11,155 tourists from Bulgaria, who spent 33,489 nights.
