Visa regime

Nationals of Estonia may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Diplomatic relations

Relations between the two countries are traditionally good and friendly, based on close political, economic and other interests and common values. Estonia continuously provides political and professional support within the negotiations of Montenegro for membership in the European Union and is the first country to ratify the Stabilization and Association Agreement between Montenegro and the EU.

Estonia recognized Montenegro's independence on 12 June 2006, and diplomatic relations were established on 13 June 2006, making Estonia the first country with which Montenegro established diplomatic relations.

The Embassy of Montenegro in Warsaw is in charge of the diplomatic representation of Montenegro in the Republic of Estonia. It currently operates at the level of charge d'affaires a.i.

The Ambassador Extraordinary and Plenipotentiary of the Republic of Estonia to Montenegro, on a non-resident basis, stationed in Budapest, Ms. Kristi Karelson, assumed this duty on 20 December 2018.

President of Montenegro Mr. Milo Đukanović paid an official visit to Estonia on 10 March 2020.

Estonian Foreign Minister Mr. Sven Mikser paid an official visit to Montenegro on 20 February 2017.

Prime Minister of Montenegro Mr. Igor Lukšić paid an official visit to Estonia on 30 August 2011.

President of Montenegro Mr. Filip Vujanović, paid an official visit to Estonia on 10-11 November 2009.

Minister of Foreign Affairs  Mr. Milan Roćen paid an official visit to Estonia on 4 March 2008.

President of Estonia Mr. Tomas Ilves paid an official visit to Montenegroon 12-13 September 2008.

Estonian Foreign Minister Mr. Urmas Paet paid an official visit to Montenegro on 25-27 June, 2007.

Economic cooperation

In the period January - October 2021, the total commodity exchange with Estonia  amounted to EUR 644 thausands. In 2020, the total commodity exchange with Estonia amounted to EUR 382 thousand, out of which EUR 341 thousand worth imports, and EUR 41 thousand worth of exports. In 2019, the total commodity exchange with Estonia amounted to EUR 965 thousand, and EUR 2,000 of exports.

In the period January - October 2021, the total commodity exchange with Estonia  amounted to EUR 415 thausands. In 2020, direct investment from Estonia to Montenegro amounted to EUR 9.87 million. In 2019, no direct investments from Estonia were recorded. In 2018, investments from Estonia amounted to EUR 1.61 million.

In the period January - October 2021, there were 2 313 tourists from estonia who visited Montenegro, and this resulted in total 13 724 overnight stay.

 In 2020, there were 127 tourists from Estonia who visited Montenegro, and this resulted in total 453 overnight stays. In 2019, there were 2,276 tourists from Estonia who visited Montenegro, and this resulted in total 11,214 overnight stays. In 2018, Montenegro was visited by 2,589 tourists from Estonia, and this resulted in total 13,022 overnight stays.
