Visa regime

Nationals of Finland may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Nationals of Finland may enter, pass through the territory of and stay in Montenegro up to 30 days, without a visa, with a valid identity card issued by the competent authority of Finland.


Political relations between Montenegro and Finland are friendly and based on the principles of openness, cooperation in many areas and support especially in the field of European integration. Finland, like other Scandinavian EU member states, supports enlargement policy.

Diplomatic relations 

The Republic of Finland officially recognized the independence of Montenegro on June 29th 2006 and diplomatic relations were established on July 12th 2006.

The Ambassador Extraordinary and Plenipotentiary of the Republic of Finland to Montenegro, based in Belgrade, is Mr. Kimmo Lahdevirta (took office on July 1st 2018). 

Official visits

Minister of Foreign Affairs of Montenegro Mr. Srđan Darmanović paid a working visit to Finland from January 16th-18th 2019.

Prime Minister of Montenegro Mr. Duško Marković paid a working visit to Finland on November 6th 2018.

Minister of Foreign Affairs of the Republic of Finland Mr. Erkki Tuomioja paid an official visit to Montenegro on September 16th 2013.

President of Parliament of Montenegro Mr. Ranko Krivokapić paid an official visit to Finland from September 11th-12th 2013.

Economic indicators

In 2021, no investments from Finland were recorded. In 2020, no investments from Finland were recorded. In 2019, investments from Finland amounted to 1.8 million euros. In 2018, investments from Finland were not recorded. 

In 2020, trade with Finland amounted to 2.7 million euros (refers to imports). In 2019, trade with Finland amounted to 5.1 million euros (exports 0.4 million euros; imports 4.7 million euros). In 2018, trade with Finland amounted to 3.45 million euros (exports 278 thousand euros; imports 3.18 million euros).

Until November 2021, Montenegro was visited by 1,589 tourists from Finland, who spent 5,501 nights. In 2020, Montenegro was visited by 2,159 tourists from Finland, who spent 3,931 nights. In 2019, Montenegro was visited by 17,624 tourists from Finland, who spent 47,297 nights. In 2018, Montenegro was visited by 11,824 tourists from Finland, who spent 58,096 nights.
