Visa regime

Nationals of Germany may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Nationals of the Federal Republic of Germany may enter, pass through the territory of and stay in Montenegro up to 30 days, without a visa, with a valid identity card issued by the competent authority of the Federal Republic of Germany.


FR Germany is, in economic and political terms, one of the key EU countries and as such of strategic importance for Montenegro, both in terms of developing quality bilateral relations and German support and assistance in achieving our (remaining) foreign policy goals. In various phases of the recent history of Montenegro, both in the pre-referendum period and after the restoration of independence, Germany has always been a constructive and reliable partner. Official Berlin has actively supported and continues to support Montenegro's foreign policy and appreciates the progress it has made so far domestically, with full support for further reform efforts, as well as the contribution that our country has made with its positive example to strengthening stability and progress in the region.

Diplomatic relations 

The Federal Republic of Germany officially recognized the independence of Montenegro on June 12, 2006, when diplomatic relations were established.

The Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Montenegro is Mr. Robert Heinrich Weber (he took office on September 6, 2018).

Montenegro currently does not have an accredited ambassador to Germany. Until the appointment of a new ambassador, the Embassy functions at the level of charge d'affaires a.i.

Bilateral meetings

Prime Minister of Montenegro Mr. Zdravko Krivokapić had a video call with the German Chancellor Ms. Angela Merkel on February 11th 2021.

Minister of Foreign Affairs of Montenegro Mr. Đorđe Radulović paid a working visit to the Federal Republic of Germany from 13-16th January 2021.

President of Montenegro Mr. Milo Đukanović paid a working visit to Germany, from 6-8th October 2020.

Deputy Prime Minister for Political System, Internal and Foreign Policy and Minister of Justice Mr. Zoran Pažin paid an official visit to the Federal Republic of Germany, on November 14th 2019.

Prime Minister of Montenegro Mr. Duško Marković paid a working visit to Germany, on May 15th 2019.

President of Montenegro Mr. Milo Đukanović paid an official visit to the Federal Republic of Germany, on March 18th 2019.

Minister of Foreign Affairs of Montenegro Mr. Srđan Darmanović paid a working visit to Germany, from 11-12th February 2019.

Minister of Economy and Energy of the Federal Republic of Germany Mr. Peter Altmeier paid a visit to Montenegro, on October 22th 2019.

Economic indicators

Until November 2021, trade with Germany amounted to 204,6 million euros (exports 16.6 million euros; imports 188 million euros). In 2020, trade amounted to 221.31 million euros (imports 204.03 million euros, exports 17.28 million euros). Trade in 2019 amounted to EUR 259.58 million (exports EUR 15.46 million; imports EUR 244.12 million).

Until November 2021, the total inflow of FDI from Germany to Montenegro amounted to 29.9 million euros. In 2020, the total inflow of FDI from Germany to Montenegro amounted to 26.91 million euros. In 2019, investments from Germany amounted to 37.1 million euros. The total inflow of FDI from Germany to Montenegro in the period 2007-2020 amounted to about 300 million euros.

Until November 2021, Montenegro was visited by 28,158 German tourists, who spent 113,658 nights. In 2020, Montenegro was visited by 12,357 German tourists, who spent 23,614 nights. In 2019, 107,238 German tourists visited Montenegro and spent 327,414 nights.
