Visa regime

Nationals of Luxembourg may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Nationals of Luxembourg may enter, pass through the territory of and stay in Montenegro up to 30 days, without a visa, with a valid identity card issued by the competent authority of Luxembourg. 

Diplomatic relations

Relations between Montenegro and the Grand Duchy of Luxembourg are friendly and partnership. Luxembourg has strongly supported Montenegro's NATO membership and continues to provide expert assistance in accession negotiations with the EU. A special link between Montenegro and Luxembourg is represented by numerous emigrants from Montenegro who are well integrated into Luxembourg society and contribute to the prosperity of the country.

The Grand Duchy of Luxembourg recognized Montenegro's independence on 14 June, 2006, and diplomatic relations were established on 21 September, 2006.

Ambassador Extraordinary and Plenipotentiary of Montenegro to the Kingdom of Belgium, resident in Brussels, is Mr. Ivan Leković (assumed duty on 21 April 2021).

Ambassador of the Grand Duchy of Luxembourg to Montenegro, on a non-resident basis (based at the Foreign Ministry of Luxembourg) Mr. Filip Donkel, assumed this duty on 2 November 2019.

Bilateral high level meetings 

Prime Minister of Montenegro, Mr. Zdravko Krivokapić paid a working visit to Luxemburg in order to participate in the Intergovernmental Conference on the Accession of Montenegro to the European Union on 22 June 2021. 

Deputy Prime Minister of Montenegro Mr. Dritan Abazović paid a working visit to the Grand Duchy of Luxembourgon on 14 September 2021.

President of the House of Representatives of the Grand Duchy of Luxembourg Mr. Fernand Etgen paid an official visit to Montenegro on 5 November 2019.

Minister of Foreign Affairs, Mr. Srđan Darmanović, paid paid an official to Luxembourg on April 26 2018.

Minister of Foreign Affairs of Luxembourg Mr. Jean Asselborn paid an official visit to Montenegro on 30 March 2017.

Speaker of the Parliament of Montenegro Mr. Ivan Brajović paid paid an official to Luxembourg on 14 December 2016.

Prime Minister of Montenegro Mr. Milo Đukanović paid an official visit to Luxembourg on 24 March 2014.

Economic cooperation

In the period January - October 2021, total commodity exchange with Luxembourg amounted to EUR 2,5 million. In 2020, total commodity exchange with Luxembourg amounted to EUR 772 thousand, of which EUR  569 thousand worth of imports, and EUR 203 thousand worth of exports. In 2019, total commodity exchange with Luxembourg amounted to EUR 1.04 million out of which EUR 891 thousand worth of imports, and EUR 113 thousand worth of exports.

In the period January - October 2021, direct investments from Luxembourg to Montenegro amounted to EUR 4,4 million. In 2020, direct investments from Luxembourg to Montenegro amounted to EUR 6.9 million. 

In the period January - October 2021, there were 1 239 tourists from who visited Montenegro, and this resulted in total of 4 556 overnight stays. In 2020, there were 389 tourists from Luxembourg, who visited Montenegro, and this resulted in total of 1345 overnight stays. In 2019, there were 1,413 tourists from Luxembourg, and this resulted in a total of 5,988 overnight stays.
