Visa regime

Nationals of Romania may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Nationals of Romania may enter, pass through the territory of and stay in Montenegro up to 30 days, without a visa, with a valid identity card issued by the competent authority of Romania.

Political relations between Montenegro and Romania are traditionally friendly, based on the principles of openness, continuous cooperation in many areas and mutual support on regional and international level. The two countries share foreign policy priorities, successfully cooperate within NATO structures and Romania has provided continuous support to our country since the restoration of independence in the context of European integration.

Diplomatic relations

Romania recognized the independence of Montenegro on June 13th 2006 and diplomatic relations were established on August 9th 2006.

The Ambassador Extraordinary and Plenipotentiary of Montenegro to Romania is Mr. Goran Poleksić (he took office on October 11th 2018).

The Ambassador Extraordinary and Plenipotentiary of Romania to Montenegro is Mr. Matei Viorel Anderleanu (took office on February 8th 2021).

Official visits

Prime Minister of Montenegro Mr. Duško Marković paid an official visit to Romania on April 3rd  2019.

President of Parliament of Montenegro Mr. Ivan Brajović paid an official visit to Romania on December 10th 2018. 

Prime Minister of Romania Ms. Viorica Dancila paid her first official visit to Montenegro from July 25th-26th 2018.

Minister of Foreign Affairs of Montenegro Mr. Srđan Darmanović paid an official visit to Romania on June 5th 2018.

Minister of Foreign Affairs of Romania Mr. Teodor Melescanu paid an official visit to Montenegro from November 6th-7th 2017.

President of the Lower House of the Parliament of Romania Mr. Valeriu Zgonea paid an official visit to Montenegro from December 7th-9th 2015.

Prime Minister of Montenegro Mr. Milo Đukanović paid an official visit to Romania on November 27th 2013.

Economic indicators

In 2021, no investments from Romania were recorded In 2020, investments from Romania amounted to 0.33 million euros. In 2019, investments from Romania amounted to 0.44 million euros.

Until october 2021, trade with Romania amounted to 24.1 million euros (exports 0.5 million euros; imports 23.6 million euros). In 2020, trade with Romania amounted to 22.7 million euros (exports 1.1 million euros; imports 21.6 million euros). In 2019, trade with Romania amounted to 35 million euros (exports 0.6 million euros; imports 34.4 million euros). In 2018, trade with Romania amounted to 42.67 million euros (exports 550 thousand euros; imports 42.12 million euros).

Until November 2021, Montenegro was visited by 5,612 tourists from Romania who spent 21,137 nights. In 2020, Montenegro was visited by 956 tourists from Romania who spent 6,664 nights. In 2019, Montenegro was visited by 17,054 tourists from Romania, who spent 44,057 nights. In 2018, Montenegro was visited by 21,576 tourists from Romania who spent icelicela 93,772 nights.
