Visa regime

Nationals of the Republic of Türkiye may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Diplomatic relations

Montenegro and the Republic of Türkiye maintain traditionally friendly relations, with mutually expressed readiness for continuous development of overall bilateral cooperation.

The Republic of Türkiye recognized the independence of Montenegro on 12 June 2006. Montenegro and the Republic of Türkiye established diplomatic relations on 3 July 2006.

Ambassador Extraordinary and Plenipotentiary of Montenegro to the Republic of Türkiye is Periša Kastratović (assumed office on 20 September 2019).

Ambassador Extraordinary and Plenipotentiary of the Republic of Türkiye to Montenegro is Bariş Kalkavan (assumed office on 1 February 2023).

On 21 March 2019, the Government of Montenegro passed the Decision on the opening of the Consulate General in Istanbul, which formally began operating at the end of 2019.

Official Visits

30 December 2022 – President of Montenegro Milo Đukanović paid a working visit to the Republic of Türkiye (Istanbul), upon the invitation of the President of the Republic of Türkiye Recep Tayyip Erdoğan.

23 Decembar 2021 - Parliament Speaker of the Republic of Türkiye Mustafa Şentop paid an official visit to Montenegro, during which he met with the President of the Parliament of Montenegro Aleksa Bečić, President of Montenegro Milo Đukanović and Prime Minister Zdravko Krivokapić.

20-23 September 2021 - Deputy Prime Minister Dritan Abazović paid an official visit to the Republic of Türkiye where he met with Minister of Interior Süleyman Soylu. During the three-day visit, he also met with: Vice President of the Republic of Türkiye Fuat Oktay, Parliament Speaker Mustafa Şentop, and other Turkish high officials, as well as with economic representatives.

28 August 2021 - President of the Republic of Türkiye Recep Tayyip Erdoğan paid his first official visit to Montenegro, during which he met with President Milo Đukanović, Prime Minister Zdravko Krivokapić and Parliament Speaker Aleksa Bečić.

20 February 2020 - President of the Parliament of Montenegro Ivan Brajović paid an official visit to the Republic of Türkiye and met with the Parliament Speaker Mustafa Şentop and Minister of Foreign Affairs of the Republic of Türkiye Mevlüt Cavuşoğlu.

10 February 2020 - Minister of Foreign Affairs of the Republic of Türkiye Mevlüt Cavuşoğlu paid an official visit to Podgorica and met with Minister of Foreign Affairs Srđan Darmanović, President of Montenegro Milo Đukanović, Prime Minister Duško Marković and Parliament Speaker Ivan Brajović. 

10 September 2019 - Minister of Foreign Affairs of Montenegro Srđan Darmanovic paid an official visit to the Republic of Türkiye and met with the Minister of Foreign Affairs of the Republic of Türkiye Mevlüt Cavuşoğlu, Parliament Speaker Mustafa Şentop and Deputy President Fuat Oktay.

During the inauguration ceremony of the President of the Republic of Türkiye Recep Tayyip Erdoğan, which was held on 9 July 2018,  the Montenegrin delegation was led by Deputy Prime Minister and Co-Chair of the Joint Commission for Economic Cooperation Mr. Milutin Simović.

9 May 2017 - Minister of Foreign Affairs of the Republic of Türkiye Mevlüt Cavuşoğlu paid an official visit to Montenegro and met with the Minister of Foreign Affairs Srđan Darmanović, President of Montenegro Filip Vujanović, Parliament Speaker Ivan Brajović and Deputy Prime Minister and Minister of Agriculture and Rural Development Milutin Simović.

Economic cooperation

In 2022, trade exchange between Montenegro and Türkiye amounted to 186.1 million euros (import was 170.3 million euros, while export was 15.8 million euros), which is 10.5% more compared to 2021.

In the last 5 years, ending with December 2022, foreign direct investments from Türkiye amounted to 173,115.71 million euros.

According to official data, most foreign companies in Montenegro are owned by Turkish citizens - 3,772 Turkish companies (25.7% of the total number of foreign-owned business entities). Türkiye ranked second in terms of the number of foreign-owned companies founded in Montenegro in 2022.

In 2022, 43,536 tourists from Türkiye visited Montenegro, i.e. 66% more compared to 2021, and 8.8% more compared to the record year 2019. They achieved 193,391 overnight stays, i.e. 71.41% more compared to 2021, and 55.16% more compared to 2019. On average, they stayed 4.4 days, and in the total structure of overnight stays abroad, they realized 1.62%.
