Visa regime

Nationals of the United Arab Emirates may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Note: Holders of foreign travel documents who have a valid residence permit in the United Arab Emirates continuously for at least three years before entering Montenegro, can enter Montenegro by direct air flights and stay in Montenegro for up to ten days, in the period from June 15 to October 31, 2023, without a visa, if they have a valid travel document and a proof of paid tourist arrangement. Exceptionally, holders of valid foreign travel documents with a residence permit in the United Arab Emirates who are nationals of Bangladesh, Afghanistan, Syria, Pakistan, Somalia and India may enter, pass through the territory and stay in Montenegro, on the basis of valid travel document containing a visa.

Diplomatic Relations

We traditionally develop bilateral relations between Montenegro and the United Arab Emirates in the spirit of friendship, trust, solidarity and understanding. These ties are based on the principles of cooperation and mutual respect and have reached the level of strategic partnership between the two countries and the two peoples.

The United Arab Emirates recognized Montenegro on April 4, 2008, when diplomatic relations were established.

The first Montenegrin Ambassador to the United Arab Emirates, Aleksandar Eraković, assumed the duty on January 11, 2010, by presenting credentials to the President of the United Arab Emirates, Sheikh Khalifa bin Zayed Al Nahyan.

On July 8, 2019, Ambassador Dušanka Jeknić presented credentials to the Vice President, Prime Minister and Ruler of Dubai, Sheikh Mohammed bin Rashid al Maktoum, thus assuming the position of Ambassador Extraordinary and Plenipotentiary of Montenegro to the UAE.

In October 2010, the United Arab Emirates opened an Embassy in Podgorica, the first in the Western Balkans region, which is the best indicator of excellent relations between the two countries. As a motive for this political decision, the Emirati side often emphasizes the same values shared by two close countries - the promotion of tolerance, peace, multiethnicity and multi-confessionalism.

Hafsa Abdullah Mohamed Sharif Al-Ulama assumed the duty as the first UAE resident Ambassador in Montenegro on October 6, 2010. President of Montenegro awarded Al-Ulama   the Medal of Merit, due to the emphasized personal contribution to maintaining and strengthening the traditional friendship between Montenegro and the UAE, as well as the promotion and improvement of overall relations between the two countries, before the end of her mandate (January 8, 2017).

The Ambassador of the United Arab Emirates, Nabila Alshamsi, assumed the duty on May 19, 2020, by presenting the credentials to the President of Montenegro, Milo Đukanović.

Political Contacts

The first official visit of the President of Montenegro Milo Đukanović to the United Arab Emirates was realized on November 24, 2019.

At the invitation of the Minister of Foreign Affairs and International Cooperation of the United Arab Emirates Sheikh Abdullah bih Zayed Al Nahyan, the former Minister of Foreign Affairs of Montenegro Srdjan Darmanovic participated in the prestigious Sir Bani Yas Forum (Qasr al-Sarab), from 15 to 17 November 2019.

The President of Montenegro, Milo Đukanović, attended the Zayad Award ceremony in Abu Dhabi, at the invitation of Crown Prince Mohammed Bin Zayed Al Nahyan, on January 14, 2019.

The President of Montenegro, Milo Đukanović, participated in the XII Global Conference on Economic Citizenship, which was held in Dubai from November 4 to 6, 2018.

The former President of Montenegro Filip Vujanović paid a multi-day visit to the United Arab Emirates, at the invitation of Mohamed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, to attend the sporting event "Formula 1 Abu Dhabi Grand Prix", from 22 to 26 November 2017. .

The former Minister of Foreign Affairs, Srdjan Darmanović, realized a bilateral visit to the United Arab Emirates in Abu Dhabi from October 15 to 19, 2017.

The visit of the former President Filip Vujanović to Abu Dhabi, at the invitation of Sheikh Muhammad Bin Zayed Al-Nahyan, at the occasion of participation in the ceremony of awarding the prestigious "Zayed Future Energy Prize", was realized 14-18. January 2017.

The Minister of Foreign Affairs and International Cooperation, Abdullah bin Zayed Al Nahyan, paid a visit to Montenegro on July 17, 2017.

Economic Cooperation / International Trade

The most important investors from the United Arab Emirates in Montenegro are: “Abu Dhabi Capital Group” (“Capital Plaza”), State Investment Fund ICD from Dubai (“Porto Montenegro”), “BMJ Industries” (“New Tobacco Plant, Podgorica”) and “Masdar Energy” (wind farm “Krnovo”).

The value of exports amounted to EUR 983.06 thousand, while imports amounted to EUR 470.4 thousand. €. In 2019, the value of commodity exchange with the UAE was 1.7 million. €. The value of exports amounted to 1.2 million. € while imports amounted to about 500 thousand. €. Commodity surplus amounted to 0.7 million. €. In 2018, the total commodity exchange amounted to € 1,706,896, of which imports amounted to € 161,655 and exports to € 1,545,241. In 2017, commodity exchange  amounted to a total of € 1,651,627, of which imports amounted to € 275,829 and exports to € 1,375,798. In the structure of Montenegrin exports to the UAE, the most represented groups are: tobacco, electrical machinery and equipment, explosives, pyrotechnic products.
