The overall relations between Montenegro and Ukraine are considered very good and friendly, without open issues that may affect their quality. In recent years, the Governments of Montenegro and Ukraine have been particularly focused on the practical aspects of bilateral relations, and, in that sense, a number of agreements have been signed to strengthen cooperation in areas such as: free trade, fight against organized crime, international flow of people and goods, education, tourism, culture, protection from natural and other disasters, etc. 

DIPLOMATIC RELATIONS

Ukraine recognized the independence of Montenegro on June 19, 2006. Diplomatic relations between Montenegro and Ukraine were established on August 22, 2006.

Ambassador Dragica Ponorac presented her credentials to the President of Ukraine V. Zelensky on July 31, 2020, thus taking over the duty of Ambassador Extraordinary and Plenipotentiary of Montenegro to Kiev. 

In December 2008, the Embassy of Ukraine was opened in Podgorica. Chargé d'Affaires Natalia Fialka assumed office on18  October 2017.  

The Honorary Consulate of Montenegro in Ukraine (with the seat in Kiev and jurisdiction over the entire territory of Ukraine) headed by the Honorary Consul Stanislav Dovgij, was inaugurated on 5 December 5 2013, On that occasion the Cultural Center of Friendship Ukraine - Montenegro was opened. N.B. The Consulate was relocated to the city of Odessa, where it formally began operating in November 2019.

The Honorary Consulate of Ukraine to Montenegro (with the seat in  Budva and jurisdiction over the entire territory of Montenegro) headed by the Honorary Consul Predrag Milović, was inaugurated on 14 March 2013. (Honorary Consul Milović was awarded the title of „Honorable Doctor of Science“ of the National Technical University of Ukraine, "Igor Sikorski Kyiv Polytechnic Institute" in 2017.) 

In July 2019, the Consulate of Montenegro in Kharkov, headed by the Honorary Consul Olga Oleksienko, began operating.

OFFICIAL VISITS

On 7 December 2013, Deputy Prime Minister and Minister of Foreign Affairs and European Integration Igor Lukšić paid an official visit to Ukraine, and on that occasion, the Honorary Consulate of Montenegro in Kyiv and the Montenegrin Cultural Center were opened.

12-14 June 2013, Prime Minister Milo Đukanović paid an official visit to Ukraine and on that occasion met with Prime Minister Mykola Azarov and Parliament Speaker Volodymyr Rybak. During the visit, the President participated in the Business Forum "Ukraine and Partners" and unveiled a monument to Peter II Petrovic Njegos in Kyev.

8-9 December 2011, Prime Minister of Ukraine Mykola I. Azarov paid an official visit to Podgorica and met with the highest Montenegrin officials.

ECONOMIC COOPERATION

The total amount of trade exchange in 2019 was 17 million USD, of which exports worth of  9.8 million USD and imports 7.2 million USD. Foreign direct investments from Ukraine in 2019 amounted to 6.37 million EUR. Since 2008, 42 million EUR have been invested in Montenegrin economy from Ukraine.
