Press release from 152nd Cabinet session

Podgorica, Montenegro (16 January 2020) – At its 152nd session, the Cabinet adopted the Draft Law on Roads with the Public Debate Report. The proposed law continues to align Montenegro's legislation with the EU's road infrastructure acquis, within Chapter 14 Transport Policy and Chapter 21 Trans-European Networks. The Law also regulates the area of road safety, in line with the positive practices of EU countries, which will significantly improve the road safety. The new law regulates the legal position of roads, the conditions and methods of management, their protection and maintenance, as well as the sources and methods of financing, and in particular the conditions for construction and reconstruction of roads and inspection control.

The Cabinet passed the Draft Law on Amendments to the Law on Health Care, which stipulates, among other things, the medical professional liability insurance and the use of alternative medicine.

The Cabinet passed the Draft Law on Medically Assisted Fertilisation that regulates more fully the procedure for the treatment of infertility in women and men by assisted reproductive technologies using sex cells and tissues and embryos. Furthermore, the Cabinet passed the Draft Law on Medicines that fully harmonises this area with European legislation and EU standards for patients as end users of health care. 

The Draft Law on Protection from Ionizing Radiation, Radiation and Nuclear Safety and Security was passed with the Public Debate Report. This law regulates the protection of life and human health and the environment from the harmful effects of ionizing radiation, the import, export and transit of sources of ionizing radiation and nuclear materials, the transport of radioactive sources and nuclear materials, the radioactive waste management, as well as other issues of importance for radiation and nuclear safety and security. The Draft Law encompasses 11 EU Council directives, one Decision and one EU Council Regulation. 

The Cabinet passed Draft Law on Amendments to the Law on Compulsory Traffic Insurance with the Public Debate Report. The law has been further amended by the updated provisions through harmonisation with the practice and past experience in the application of the Law.

The Cabinet passed the Draft Law Amending the Law on Inspection Control. 



The Final Report on the Implementation of the Integrated Border Management Strategy 2014-2018 was passed, as well as the Transitional Action Plan to continue the implementation of the measures foreseen in the Integrated Border Management Strategy 2014-2018 for 2019. In the reporting period, the system of integrated border management was improved in line with the recommendations and best practice of the European Union. Among other things, the Report stated that the reception capacity for asylum seekers and the capacity of the Border Police to exercise border control were improved. Furthermore, cross-border police cooperation and activities on combating cross-border organised crime were improved, activities to address bilateral issues with neighbouring countries were undertaken, activities on implementation of concluded international agreements on state border, border crossings and border traffic were undertaken.

The Government passed the Integrated Border Management Strategy 2020-2024, the Framework of Action Plan 2020-2024 and the 2020 Action Plan. With the implementation of the planned activities, the establishment of an efficient and risk-adjusted integrated border management system aligned with the EU integrated border management concept continues. Measures have been defined in order to improve the cooperation of the authorities responsible for the implementation of the Strategy, harmonisation of procedures, as well as joint risk analysis and exchange of information in the field of combating cross-border crime, securing the state border and protecting the life and health of people. It is particularly emphasised that in this way Montenegro is intensively preparing to assume responsibility for the EU's external borders management in the next stages of integration and for compliance with the Schengen requirements.

The Human Resources Development and Employment Action Plan for 2020 has been passed. According to Monstat administrative data, the average employment growth for the nine months of 2019 is 8.2 percent higher than the same period last year.

The Cabinet passed the 2020 Action Plan to implement the Strategy for the Development of the Social Welfare System for the Elderly 2018-2022. The strategic goal of the Action Plan is to improve the social protection of the elderly, with integrated services and support to preserve and improve the quality of their lives.

The 2020 Action Plan for the implementation of the Strategy for the Development of the Social and Child Welfare System 2018-2022 has been adopted. The strategic goal of the Action Plan is to improve the quality of life of social and child welfare beneficiaries.

The Cabinet adopted the Action Plan for the implementation of the 2016-2020 Cultural Development Programme in 2020.

The Programme for the Protection and Preservation of Cultural Assets for 2020 has been adopted, which plans the support, financing and cofinancing of 87 programs and projects in the total amount of EUR 1,142,114.50.

The Cabinet adopted the Action Plan for the implementation of the Anti-Trafficking Strategy for 2020. The plan defines measures and activities that should contribute to: strengthening the multidisciplinary approach in detecting, prosecuting these crimes, as well as in the protection of victims and implementation of agreed policies to combat this phenomenon; improving the identification of potential victims of trafficking by strengthening the capacities of law enforcement officials; providing greater information to the general public, especially vulnerable categories of the population and strengthening their resilience to withstand potential challenges; and strengthening partnerships at regional and international level.

The Final Report on the Implementation of the Strategy for the Development of Higher Education in Montenegro 2016-2020 was adopted. A number of activities were carried out to align education with the needs of the labour market and create competitive staff, with a view to reducing unemployment in Montenegro.

The Cabinet adopted the Strategy for the Development of Vocational Education in Montenegro 2020-2024 aimed at further improving and creating a high-quality and inclusive vocational education system.

The Programme for Development and Support of Talented Students 2020-2022 was adopted, which creates systemic conditions for high-quality elementary and secondary education and education of talented students. 

The Cabinet adopted the Report on the implementation of the Action Plan for the Implementation of the Strategy for the Non-Proliferation of Weapons of Mass Destruction (2016-2020) for 2019.

The Report on the implementation of the Action Plan for the implementation of the Disaster Risk Reduction Strategy 2018 - 2019, for 2019 was adopted, as well as the Action Plan for the implementation of the Disaster Risk Reduction Strategy 2020 - 2021.

The Cabinet, among other things, adopted the Report on the Implementation of Measures from the Action Plan for Reducing the Negative Impact on the Environment. The report covers 61 measures, of which 18 measures were fully implemented, 29 measures are in the implementation phase, 6 measures were being implemented continuously, while 8 measures were unrealised. This result was assessed as very satisfactory.
