Accession Negotiations

The Ministry of European Affairs coordinates fulfilment of obligations arising from a very dynamic process of negotiations on Montenegro’s accession to the European Union which, after the signature of the Stabilisation and Association Agreement and obtaining the candidate status, represents the most demanding stage of the European integration.

Taking care of the state interest, and in consultation with all stakeholders involved in the negotiation process coming from public administration and civil society, the Ministry guides all the activities implied by the negotiation process, following the dynamics defined for meeting the EU requirements and for transposition of the EU values, standards, rights and obligations prescribed by the EU acquis.

In intensive communication and cooperation with the European Commission and its Member States conducted within the negotiations under 33 negotiating chapters of the EU acquis, the focus is put on chapters 23 and 24 dealing with justice, fight against corruption and organised crime, fundamental rights and other related revenant areas. Taking into account the complexity of the reforms that need to be implemented under these two chapters, they were the first chapters to open and will be the last to close in the process of negotiations with the EU.
