EU funds

The European Union provides financial assistance to reform processes and endeavours that Montenegro, as the candidate country for membership in the EU, takes in order to implement the EU legislation and standards in different areas. This financial support is provided through the Instrument for Pre-accession Assistance (IPA) and other related instruments and programmes, that are available to Montenegro since 2007 and are planned for seven-years periods.

The main partner of the European Commission in the process of strategic planning of programmes and projects funded by the EU, as well as in their monitoring, reporting and evaluation, is the National IPA Coordinator placed in the Ministry of European Affairs .

Therefore, the Ministry of European Affairs coordinates the use of the EU pre-accession funds that are available to Montenegro through national and regional programmes as well as through the programmes of cross-border and transnational cooperation. National and regional programmes provide assistance to central authorities in meeting the obligations arising from the EU accession process, but also cover very valuable support for infrastructure projects, primarily through the Wester Balkans Investment Framework (WBIF), implemented in the areas of importance for everyday day lives of Montenegrin citizens. On the other hand, programmes of cross-border and transnational cooperation are mostly open for local authorities, civil society and companies, providing them the opportunity to implement projects in cooperation with their partners from the neighbouring countries and beyond.
