Contractor selected for the design and construction of the second section of the highway

Following the opening of financial bids under the tender procedure for the design and construction of the Bar–Boljare highway, Mateševo–Andrijevica section, Monteput has adopted a decision on the selection of the contractor for the preparation of the main design and the execution of construction works on the second section of the highway.

Three out of four submitted bids qualified for the opening of the financial envelopes. These bids were submitted by the Cengiz–Azvirt consortium, China Communications Construction Company Limited, and the POWERCHINA Ltd.–STECOL–PCCD consortium. The financial bid of the Shandong Foreign Economic & Technical Cooperation consortium with Shandong Luqiao Group was not opened, as it did not meet the requirements for opening the financial part of the bid.

The Mateševo–Andrijevica section is financed through a loan from the European Bank for Reconstruction and Development (EBRD) in the amount of EUR 200 million, as well as a European Union grant of EUR 150 million. The opening of financial bids was preceded by a tender procedure conducted in accordance with EBRD standards, which included the evaluation of the technical parts of the bids opened on 31 October 2025. The initial evaluation resulted in the qualification of companies for the next phase of submission, which included both technical and financial documentation.

The financial bid submitted by the Cengiz–Azvirt consortium amounted to EUR 735,010,330.17, the bid of China Communications Construction Company Limited amounted to EUR 724,636,904.63, while the bid of the POWERCHINA Ltd.–STECOL–PCCD consortium amounted to EUR 693,969,668.88.

Based on the conducted procedure, Monteput selected the contractor that will prepare the main design and carry out the construction works on the said highway section. Accordingly, the signing of the contract with the selected bidder – the POWERCHINA Ltd.–STECOL–PCCD consortium – in the amount of EUR 693,969,668.88 will follow, after which the contractor will commence design activities and preparatory works for the implementation of this infrastructure project of exceptional importance for Montenegro.
