DPM Koprivica takes part in assessing corruption risks event

Deputy Prime Minister for Political System, Judiciary and Anti-Corruption Momo Koprivica took part in the opening of an event dedicated to assessing corruption risks and training representatives of the security sector, sponsored by the Regional Anti-Corruption Initiative (RAI).
On that occasion, Deputy Prime Minister Koprivica emphasised that assessing the risk of corruption is not merely a professional or administrative category—it is essential for building citizens’ trust in state institutions. He added that integrity must be unquestionable and ensured at all level, in particular in the security and internal affairs sectors, where powers are extensive and accountability is even greater.
DPM Koprivica also stated that corruption risk assessment is not an end in itself. It is a tool that helps identify weak points in the system, detect conflicts of interest in a timely manner, improve procedures and build more resilient institutions. In this way, we do not react only after problems arise, but act preventively—which is always a more effective and responsible approach, the one that addresses the root causes and drivers of corruption.
This principle underpins the Strategy for the Fight Against Corruption (2024–2028), which provides for some already successfully implemented significant activities aimed at preventing corruption risks in the security sector, such as the Rulebook on the Control of Property and Lifestyle of Police Officers and the Code of Police Ethics— the mechanisms aligned with the highest international standards.
By amending its Rules of Procedure in December 2023, the Government of Montenegro introduced a system for reviewing regulations in terms of corruption risks. This represents an important additional mechanism of control beyond traditional normative oversight. Prevention of corruption is the most effective form of combating corruption, DPM Koprivica concluded.
As part of the event, Deputy Prime Minister Koprivica met with Director of the Secretariat of the Regional Anti-Corruption Initiative Albert Hani, with whom he discussed opportunities to enhance cooperation and addressed key anti-corruption topics relevant to the Berlin Process.
