Gorčević: Quality and comprehensive public information – an important segment of the EU accession process

Given the importance of providing quality and comprehensive information to the public about the European integration process, at today’s session the Government adopted the Report on the implementation of the 2025 Action Plan, along with the 2026 Action Plan for the implementation of the Public Information Strategy on Montenegro’s accession to the EU 2023–2026, prepared by the Ministry of European Affairs.
“Informing the public about accession negotiations is an important segment of the European integration process, directly linked to the reforms we are implementing and the benefits that citizens will gain from Montenegro’s EU membership. In this regard, the Ministry of European Affairs seeks, through coordinating the implementation of the Information Strategy, to improve public awareness of the European integration process and ensure support for Montenegro’s EU accession,” said Minister of European Affairs Maida Gorčević at the Government session.
The Minister stated that in 2025, the Information Strategy was implemented through an Action Plan containing 161 activities across all government departments, the Committee for European Integration of Montenegro, the Union of Municipalities of Montenegro, and one non-governmental organization.
“Out of the planned 161 activities, we fully implemented 141 (86.33%), 5 activities were partially implemented (3.1%), while 15 activities were not implemented (10.5%),” said Gorčević.
She emphasized that during 2025, the Ministry, together with other departments, local self-governments, and non-governmental organizations, worked on improving the proactive role of institutions in communicating the European integration process, as well as increasing the number of public events and integrated campaigns dealing with the EU and the accession process.
“The implementation of the Information Strategy, in cooperation with all segments of society, contributed to maintaining stable public support for the European integration process, which stands at 70.08%,” the Minister stated.
She added that in 2026, through an Action Plan comprising 140 activities, the Ministry of European Affairs will continue to provide quality and comprehensive information to the public on reform activities and the results achieved in the process of provisionally closing all negotiation chapters, as well as the benefits of future membership. All of this is aimed at Montenegro’s clear intention to complete accession negotiations by the end of 2026 and become the next member of the EU.
