Minister Butorović presents action plan: Combating grey economy in Budva
President of the Coordination Body for the Harmonisation and Monitoring of Inspection Supervision and Minister in the Government of Montenegro Milutin Buturović met with President of the Municipality of Budva Nikola Jovanović to discuss activities related to the preparation and implementation of measures for the upcoming 2026 summer tourist season.
The meeting analysed the key segments of the Action Plan for the preparation of the tourist season, with particular emphasis on improving institutional cooperation and coordination between state administration bodies and local self-government units, as well as strengthening the operational capacities of inspection services in the field.
In accordance with the adopted conclusions, it was noted that in the period from 1 July – 9 September, inspection authorities will carry out oversight activities under a five-shift working regime, with the aim of ensuring continuous and efficient inspection supervision. Furthermore, the engagement of both stationary and mobile teams is planned, in order to ensure timely and coordinated responses to all identified irregularities.
Special emphasis was placed on intensifying activities aimed at combating the grey economy, highlighting the need for consistent application of laws and by-laws in the fields of tourism and hospitality. In this context, priority areas of supervision include unregistered provision of accommodation services, illegal business operations, employment of undeclared workers, as well as ensuring the separation of one half of bathing areas from beach furniture, in accordance with applicable regulations.
Additionaly, the need for advancement and continuous supervision of entities operating within the coastal zone was emphasised, particularly regarding the rental of accommodation capacities and the maintenance of prescribed guest records in hotels and other hospitality facilities, as well as oversight of active construction sites. It was stressed that inspection supervision will be carried out in accordance with the principles of legality, non-selectivity, professionalism, and full transparency in operations.
The meeting concluded that, through coordinated and synchronised action, of all competent institutions, conditions will be created for the lawful, safe and efficient conduct of the tourist season, while also safeguarding the public interest and improving the overall tourism environment.
The meeting was also attended by Andrej Vučeković, expert consultant to the President of the Coordination Body, Mijomir Tapušković, President of the Working Group for Season Preparation, as well as representatives of the Municipality of Budva: Vladan Braunović, Head of the Municipal Inspection, and Miloš Đurašević, Head of the Municipal Police.
