Montenegro launches the most significant reform of its economic system and state-owned enterprises in modern history

With the implementation of the new Law on Business Companies, prepared by the Ministry of Economic Development, Montenegro is launching the most significant reform of its economic system and the operations of state-owned enterprises in its modern history.

With this law, we are making a decisive and courageous step towards establishing a system based on meritocracy, European values, and transparent governance. The new legislation limits partitocracy and promotes responsibility, professionalism, and expertise – values that form the foundation of a modern and democratic state.

Taking effect on 1 January 2026, the law opens a new chapter of reforms in which efficiency, knowledge, and competence become the main criteria for selecting executives and management board members – both in state-owned and private companies.

In this way, party- and politically-driven employment will be replaced by a system grounded in knowledge, measurable results, and accountability – a system that belongs to a modern, civic, and European Montenegro.

This law is not merely a legal act; it is a symbol of change – a message of trust in institutions and proof that Montenegro is decisively moving toward European standards and good governance.

That is why I believe the implementation of this law will mark a turning point in the way we manage the state, institutions, and public resources – in the interest of citizens, the economy, and our shared European future.
